  2. International Relations Georgian National Energy and Water Supply Regulatory Commission has a longstanding experience of cooperation with various international organisations. International relations are one of the main priorities of the Commission. The main partners are: USAID NARUC ERRA Energy-Community IWA

  3. USAID • With the direct support of the United States Agency for International Development (USAID), the energy and water supply institutes and basic legislation have been establishen in Georgia (1997 – the Law on Electric Power and 1999 – The Law on Electric Power and Natural Gas); • The Commission is regularly participating in the USAID projects aimed towards improvement of energy situation and regulatory environment: • USAIDfunds the participation of the Commission staff in various training courses, working meetings and conferences, as well as capacity building activities; • Besides this, the Commission has participated in USAID Project Employment Forum. The project supported employment of students in various energy companies and projects; • In accordance with the internationally accepted practices, the Commission provides internship for the students. The Commission regularly cooperates with the various universities, the high grade students of which are interning at its respective departments; • In this field the Commission cooperates with the USAID Project Civil Education and Teachers’ Retraining Programme;

Educational CentreCCE • One of the initiatives of the USAID Capacity Building in Energy Sector Project was establishment of CCE – training, applied researches and informational centre. • CCE has been established by the joint efforts of USAID, GNERC, Georgian Technical University, A. Tsereteli University of Kutaisi, International School of Economics, Grigol Robakidze University and various energy sector organisations. • The goal of the centre is spreading the energy related information, organising trainings and various educational programs.

NARUC • The Commission participates in various meetings supported and organised by NARUC and financed by USAID. • In 1999, NARUC organised the first Partnership Program between GNERC and Michigan regulatory commission. • The next Partnership Program involved Vermont regulatory authority. • The Partnership Program with Kentucky regulatory commission is one of the most fruitful.

NARUC Achievement of Partnership between Kentucky Public Service Commission and GNERC supported by NARUC: inspecting licensees on the spot based on the customers’ complaints; resolving disputes between the distribution companies and consumers locally, through informal meetings; rules for connecting new consumers to the power distribution networks; online public meetings – use of the modern software projects; regulation of quality of service – commercial service quality; protection of consumers’ rights; incentive based tariff methodology;

  7. NARUC • Methodology of monitoring the regulated utilities; • Deregulation process and preliminary assessment of the expected outcomes; • Preliminary assessment of the energy efficiency measures; • Regulation promoting the development of renewable energy sources;

Energy Regulators Regional Association • ERRA • GNERC, along with the similar organisations from the other countries, is establishing memebr of the Association • The main governing body of the Association is General Assembly, which includes all the full members. The goal of the Assembly is to supervise ERRA’s performance. The General Assembly meets once or twice a year • ERRA has permanent working committees. These are: Tariff/Pricing and Licensing/Competition Committees. The member of former is the head of the GNERC Tariff and Pricing Commission Giorgi Iosebashvili, and of the latter – Commissioner Gocha Shonia. Besides this, the Association has Legal Working Group, member of which is the head of Legal Department Malkhaz Dzidzikashvili. The meetings of the permanent committees are held four times a year. The meetings discuss energy developments in the member states, exchange information and the existing experience. Various workshops and trainings are planned • Association conducts the annual conference, which also includes the General Assembly and permanent committee meetings. At the annual conference, ERRA discusses the last year results and approves the plan for the next year.

  9. Energy-Community • Energy-Community The Commission participates in the Energy-Community meetings with the status of observer. The Energy-Community has signatory parties with the status of members, observers and donors. Energy-Community has Regulatory Council and working groups: EWG; GWG: CWG; SEE CAO. The Commission staff are members in both the Council and the working groups.

International Water Association • IWA • The Commission is the member of International Water Association • IWA is one of the largest, leading world network that covers all continents. • IWA unites ministries, regulatory commissions, water utilities, administrative units, institutes, etc. • IWA arranges about 40 meetings every year. 10 of the Commission staff are members of IWA.

  11. Conferences/forums/working meetings From the day of its establishment, the Commission actively participates in various international and local meetings and conferences. The Commission staff memebrs participate in international forums, high level meetings. Chairman of the Commission, together with the prime-minister and minister of energy of Georgia, participated in the negotiations that were conducted within the framework of Energy Charter. 20 to 25 business trips are arranged annually. Besides this, GNERC hosts meetings in Georgia. For instance, the Commission hosted several ERRA committee and working group meetings, meetings under INOGATE Program, various regulatory commissions and international organisations. The staff of the respective GNERC departments is awarded by the Certificates for the Best International Cooperation.

  12. Participation in the Meetings 2011 • During 2011, 27 business trips were organised. Besides this, GNERC has organised several meetings in Georgia • On February 14-15, 2011, GNERC hosted the meetings of ERRATariff and Licensing Committees in Tbilisi • On December 13-14, 2011, Tbilisi hosted the meeting between Black Sea region countries organised by NARUC • On June 23-24, 2011, Tbilisi hosted the INOGATE meeting Non-protected Consumers and Social Aspects of Pricing • On March 29-30, 2011, Tbilisi hosted GIOGIE Conference, where GNERC made a presentation on Regulation of Electric Power and Natural Gas Sectors in Georgia. GNERC attended the GIOGIE Conference this year, and presented there, too.

  13. Participation in Meetings 2012 • This year, thirteen business trips were arranged. Including: • Fifth Activity under the Partnership Program, which implied the visit to Kentucky Public Service Commission, US. • On July 5-6, 2012, Manila hosted ADB funded and organised meeting on technical assistance issues – Reforming Energy Sector; • On July 3, 2012, Energy-Community hosted in its head office an official meeting under the title Georgian Day in Energy-Community. The management of the organisation and the representatives of the Commission participated in the meeting. They discussed main areas of cooperation and the future plans; • On June 27-28, the representatives of the Commission participated in Seventeenth Athens International Forum; • On may 30-31, 2012, GNERC participated EC funded and organised meeting, within the framework of Eastern Partnership Project;

Topics for the Future Meetings Cross-boarder trade and potential access of the renewables to the network (including connection to the network) Regulatory instruments promoting investment into the renewable energy; Methodology for identification of the network service tariffs; Specificities of dispute resolution in natural gas sector and monitoring of the licensing process; Regulation of quality of service in natural gas and water supply sectors.
