Sector 1- Healthcare(Problems) • Old amortized hospitals; • Ineffective management; • Too many regulations and licenses; • Undertable payments; • Underdeveloped health insurance system; • Absence of free market principles in this sector; • Low quality service; • Old technologies and medical- technical equipment; • Incorrect and ineffective funding programs; • Non-effective medical education system;
Sector 1- Healthcare(Solutions) • There will be NO public hospital- all the hospitals in PRIVATE ownership, Building new 100 hospitals; • From 1024 licenses(including sub-licenses) –43(4) license after new reform; • Granting 1,200,000 medical insurance vouchers; • Some state funded medical programs were abolished and all the money went to insurance; Money went to funding prevention of the illnesses; • Simplified Recertification and doctor licensing; • More effective and real tuition fees for studying medicine and less years, more funding and more competition; • More training programs; • Creation of primary healthcare system and family doctor institute; • Privatization of emergency and introducing voucher system;
Sector 2- Education(Problems) • Old and ineffective education system; • Corruption; • Incorrect funding politics; • Lack of infrastructure-buildings, equipment; • Unprofessional Lecturers, lack of internet access and low-quality literature in Georgian language; • No sports complex and recreation, students activities; • Majority of the students studying BA and Law- No labor market research; • No International accreditation of Georgian Universities; • Low quality public school education; • Not working science and research institutes;
Sector 2- Education(Solutions) • United National Exams; • Voucher system must be changed to funding interest rates on the student loans and school education on voucher system; • New Student city with modern standards and campus-program ”City of knowledge”-all state universities together; • New program of equipping all schools with infrastructure, computers and internet; • Improving educational programs; • Internal transfer of credits between all universities of Georgia; • Georgian universities’ international accreditation; • Privatization of Public Schools;

IMPACT OF THE GoG REFORMS • Licensing and inspection system: significant reforms have been carried out in recent years to simplify the system of issuing permits in the construction sector. As a result, procedures are simplified: a "one-stop-shop" is responsible for issuing permits before a statutory time limit, after which silence means consent. • Standardization and technical regulation: According to the implemented reforms, construction businesses now can use the technical regulations of OECD and EU member countries acknowledged by the Government of Georgia. At the same time, they can voluntarily choose other internationally recognized standards for their construction projects.
