  3. Nature Works Created through the Ohio Parks & Natural Resources Bond Issue Overwhelmingly approved by Ohio Voters in November 1993

  4. Nature Works • Eligible Projects: • Public Park & Recreation Areas (min. 15 yr lease) • Acquisition • Development • Rehabilitation • Engineering design as a part of project – if within 6 months and with prior approval. • Eligible Sponsors: • All Local Subdivisions of Government

Nature Works • Required Match: • Minimum 25% • Donated land allowed – if within grant period • Donated labor costs are allowed • Project Size:Varies by County • Approximately 1.9 mil per year – 1/3 allocated evenly to each Ohio county, remaining 2/3 based on population. • Perpetuity Requirement: • Grant projects must remain in public recreational use forever. • Time to Complete Project: 18 months • Reimbursement Time: 2-3 weeks

  6. Land and Water Conservation Fund Act Passed by Congress in Sept. 1964, effective Jan. 1965. Funding issued to the state. The state has discretion over how much funding will be available for local governments. Since 1965 Ohio has received over $140 million.  Over ½ of this funding has been used for local parks projects. LWCF

LWCF • Eligible Projects: • Public Park & Recreation Areas: • Acquisition • Development (Sponsor must own property) • Rehabilitation (Sponsor must own property) • Engineering design as a part of project – if within 6 months • Eligible Sponsors: • All Local Subdivisions of Government • Local school boards (with prior approval) • Perpetuity Requirement:Grant projects must remain in public recreational use forever.

  8. LWCF • Required Match: 50% • State grant $ can comprise up to 20% of this 50%. • Donated land allowed – if within grant period. • Donated labor costs are allowed • Project Size:Unofficial max. on project awards: $70,000 • Time to complete Project: 18 months • Reimbursement Time: 2-3 weeks

  9. RTP Authorized by congress in the Intermodal Surface Transportation Efficiency Act of 1991. Reauthorized (again) in 2005 under the Safe, Accountable, Flexible, Efficient, Transportation Equity Act: A Legacy for Users (SAFETEA-LU)

  10. 32.25 Miles of Trail Corridor Acquisition 174 Miles of New Trail 218 Miles of Trail Maintenance and/or Restoration 21 New Trailheads To Date: 10.8 Million in RTP $ Awarded to 158 Projects

  11. 24 New Bridges (includes major rehabs) • 12 New Trail Equipment Items • 1 Signage project (mile markers) • 1 Safety / Environmental Stewardship Education Event. • 1 Grant Assistance to a Trail Patrol

RTP • Eligible Projects: • Trail development • Land acquisition for a trail (min. 15 yr lease) • Trail maintenance / restoration / equipment • Trailhead facilities • Education - safety & environmental protection (5% limit) • Engineering/Design - as a part of a trail project – during grant period • Eligible Sponsors: • Political Subdivisions • State & Federal Agencies • Non Profit 501 C3s

  13. RTP Required Match: 20% Project Size:Awards are usually< $200,000. ($150K cap in 2009) Time to complete project: 18 months Reimbursement Time: 2-3 weeks Motorized Requirement:Thirty percent of Ohio’s yearly allocation must fund motorized publicrecreational trails.

  14. Clean Ohio Trails Fund November 2000: Voters approved Issue 1, the Clean Ohio Fund.

  15. Accomplishments - COTF 4 Rounds $ 25 Million Awarded to 97 Projects • 33 Miles of Corridor Acquisition • 205 Miles of New Trail • 29 New Bridges (includes major rehabs) • 3 New Trail Tunnels • 3 New Trailheads

  16. HB 699 Signed on 12/28/06. • Provides for the continuation of Clean Ohio within available bond capacity. • The funding level remains at $6.25 million per year. • Funding for the continuation of the program was approved in the November 2008 election.
