HIV Prevalence by Province 2009 Eastern 3.5% National Average: 6.3% North Eastern 0.9% Rift Valley 4.7% Western 6.6% Central 4.6% Nyanza 13.9% Coast 4.2% Percentage HIV positive, women and men age 15-49 Nairobi 7.0%
Current Financing for HIV and AIDS • Over 80% of HIV funding comes from external resources • Unfortunately, the resources are becoming more unavailable, donors are not scaling up their support • Hence, Government considers planning for predictable and sustainable HIV and AIDS financing a top priority
Sustainable financing sources • Increasing annual Treasury/ budgetary allocations • Insurance coverage - National Social Health Insurance • Interest earned from unclaimed monies in the banks • Conducting HIV and AIDS lotteries • Selling HIV and AIDS bonds • Imposing levies On: • airline passengers • Airtime
Trust Fund • Put in place a framework for the establishment of a Trust Fund for HIV and AIDS Care in Kenya • Resources to be pooled towards a kitty governed by inclusive trustees • Trust Fund to finance gaps especially in prevention of new infections and, care and treatment.
Private Sector Corporation Government Development Partners Philanthropists Sustainable HIV and AIDS Care Trust fund • Mobile Phones making a call (10 cents) • Remittances from Diaspora
