  7. Earlier Accomplishments • Radio coverage assessment completed by Science Applications International Corporation (SAIC)(2002): • Upgraded various radio system components; Epic Boards, Channel Banks, Antennas, grounding, microwave system. • Additional towers required.

  10. New East Side Tower - Bithlo • Broke Ground January 2008 • 300ft, Full Simulcast site • Pre-used Equipment • Improves Northeast / UCF area coverage • Currently on schedule and under budget. • Completion Summer 2008

  11. Proposed West Orange Location • Orange County Services bldg, 475 Story Road, Ocoee • 280 feet, Intellirepeater site • Working with Administrative Services to obtain necessary approvals. • Complete fall 2008

  12. Radio Rebanding – aka The FCC Supertanker

Radio Rebanding • August 2004 - FCC releases order to solve public safety radio interference • FCC appointed “Transition Administrator” to manage process and mediate disputes. • FCC Report and Order allows for “Comparable Facilities” - Licensees receive no gains in features/product. • The 3 R’s rule: Retune, Reprogram, Replace. • Sprint-Nextel responsible for all costs • All expenses heavily scrutinized, detailed justifications required.

Radio Rebanding • September 2006 - Orange County issues RFP/signs agreements; • Televate - Engineering Services • Shulman, Rogers, Gandal, Pordy & Ecker P.A – Legal Counsel • May 2007 - Planning Agreement signed with Sprint/Nextel and the Transition Administrator • June 2007 - Signed Interlocal Agreements with Municipalities/Agencies for reimbursement

Rebanding - Next Steps • Motorola Assessment of OC system due Apr 15, 2008 (60 days for Televate to review) • OC to submit cost estimate to Sprint-Nextel Jun 13, 2008 (30 days to negotiate, then mediation) • Shulman, Rogers, Gandal, Pordy & Ecker P.A filed Rebanding extension with FCC for Region including Orange County

  16. Rebanding - Next Steps • Sign Frequency Reconfiguration Agreement (FRA) with Sprint-Nextel Jul, 2008. • Select location to conduct installation and reprogramming. • Expect possible delay signing implementation Agreement With Motorola. • Start rebanding possibly November 2008.

  17. Radio System Future • Current system reaches end of life Dec, 2012 (Technical Support Stops) • System purchased 1992 for $19m • Certain components are obsolete now and manufacturer discontinued. • Technology and competition • Fourth Quarter Specials.

Radio System Future Radio Systems Consultant RFP Released, Closed 2/21/08 RFP Phase 1: • Evaluate current system, technology and environment (County, State and City) • Perform User Needs Survey • Explore options and opportunities for partnership • Recommend new network design and coverage enhancements • Develop a seamless transition implementation plan

  19. Radio System Future Radio Systems Consultant RFP RFP Phase 2 (Optional): • Assist with developing new Radio System specifications. • Assist with vendor proposal evaluation. • Provide implementation oversight. • Participate in system testing and acceptance.

  22. Next Steps • Bring three new towers online • Continue to work through Rebanding • Hire Radio System Consultant (RFP Pending) • Determine procurement method and timeframe for System replacement • Identify funding • Begin purchase of new Radio System • Complete Radio System by 2012
