Process for Smarter Balanced Recommendations • A cross-sector policy work group drafted initial recommendations in fall 2013 • Comments taken throughout winter quarter 2014 from system groups and key stakeholders • Work group then revised the recommendations and produced this proposed agreementfor consideration by key system groups • WACTC will consider in May, and if approved, sign the agreement on behalf of the community and technical college system as a whole
Key Elements of Agreement • Offers Washington high school students the opportunity to establish their readiness for college-level coursework based on their scores on the 11th grade Smarter Balanced assessment • Represents Washington higher education’s commitment to improve student college readiness by • providing an incentive for achieving the Common Core standards as reflected in the Smarter Balanced assessment, and • creating alternatives for students if necessary to use their senior year more effectively in getting ready for college-level work
Agreement Timeframe Review agreement in winter 2018 and consider revision/renewal for class of 2019
Reasons Expressed for Nay or Abstain Votes • Wait for more information (cut scores, test results and comparisons, impact on current placement efforts, …) • What constitutes recency of test results (especially important in math) • Inability to preview the 11th grade assessment • Lack of ownership of the statewide English senior year transition course • Too many unanswered questions, too vague
