During a Nadcap audit, the auditor is required to check examination papers for qualified individuals: Number of questions, content, quality etc. The Nadcap NDT Task Group have been considering waiving the requirement for the auditor to check examination papers where examinations are under the control of a NANDTB. An Nadcap Auditor Advisory has been drafted but not issued. Outside Agencies are typically reluctant to make examination papers they administered available. Some Outside Agencies feel they no longer need to provide examination papers as they are BINDT accredited and therefore under the control of the UK NANDTB. Background UK National Aerospace NDT Board
Requirement for a NANDTB to control examinations only applies to personnel operating under part 145. Where an organisation operating under part 21 and subject to Nadcap accreditation uses an Outside Agency holding BINDT accreditation recognised by the UK NANDTB, is it acceptable for the Nadcap auditor not to review the exam papers? Issue UK National Aerospace NDT Board
What if the organisation uses or switches to an Outside Agency not BINDT accredited? Then the examinations cease to be under control of the National Board, and the qualifications cease to be recognised under the regulations. Is the assessment of an Outside Agency conducted by BINDT equivalent to the audit of examination papers performed by the Nadcap Auditor? Yes, but of necessity the audit focuses on the systems of the outside agency rather than the employer Concerns UK National Aerospace NDT Board
The 22 February 2007 meeting of the UK Board agreed that: A part 21 organisation can only claim to have its examinations under the control of a NANDTB if it is stipulated within their quality management system. The BINDT accreditation scheme is to include more extensive checking that examination papers are compiled in accordance with customer contracts. Agreed Outcomes UK National Aerospace NDT Board
