Purpose • Pursuant to Education Code 17388 • Before surplus real property is sold (or leased) the governing board must appoint a district advisory committee to advise the governing board on the disposition of such property • On the recommendation of the advisory committee the Governing Board may pass a Resolution of Intention to dispose (lease) of real property
Task • Review data to determine the amount of surplus space or real property • Properties owned by RUSD • Enrollment history/projections • Establish a priority list of uses • Provide for community input on acceptable uses • Forward the committee’s recommendation to the governing board • RUSD’s role is to help facilitate, coordinate, and provide information to the committee • Let us know if there is any information that you think would be helpful
Brief Background of RUSD Facilities • In the late 1990’s – early 2000’s, RUSD started an aggressive drive to upgrade their facilities to meet the demands of increased enrollment and to upgrade older facilities • An elementary school was built on Boundary Avenue which became Hanson Elementary School • OPMS had two additions of permanent buildings (2003) (2005)

40-Acre Parcel • Committee's charge is for a recommendation • 13.7 acres is already declared surplus and for sale • Was acquired in 1999 for $1,190,000 • Part of RHS Master Facility Plan • Current P.E. and practice fields would be used for new classroom space • Design of additional parking space, soccer fields, a varsity ball diamond, general practice/ball fields • Declining enrollment, lack of funding resources
40-Acre Parcel • District went through process of getting environmental approvals to build on habitat to San Diego Fairy Shrimp • California Department of Fish and Game • Regional Water Control Board • Army Corps of Engineers • Federal Department of Fish and Game • Process took many years • Process created an area to mitigate the impact of building on acreage (Handout)
40-Acre Parcel • To impact approximately 20 acres, RUSD must mitigate 2.5 acres • Wetland areas also must be mitigated • Leaves 13.7 acres: • District is not allowed to develop • Permits for developing will not be approved • Except for developing additional restored vernal pools
Mitigation Bank • Other areas in Ramona and elsewhere in San Diego County which have vernal pools cannot currently develop those properties • These developers can “trade out” or mitigate their vernal pools to another area • RUSD 40 acres could become a mitigation bank • District owned bank • County owned bank • Private investor bank
Hanson Elementary • The State through Facility Hardship reimbursed RUSD for the purchase of approx. 52 acres of land which is now the site of Hanson Elementary • The school site and leach fields consist of approx. 20 acres • The remaining land is not being used for any school purpose
Hanson Elementary • Access is only by Equestrian trial, off of Dye road. • No access from Boundary Ave. • Wetlands which cut through the back of the property
Next Steps After the Committee • Another 7-11 Committee meeting with a Public Hearing • Presentation to Board of Trustees • Notice to local planning agency • Complying with California Environmental Quality Act (“CEQA”) • Making written offers to certain public agencies • Offering the property for sale to certain other public agencies and publishing notice to various public agencies and non-profit organizations • Upon conclusion of these procedures, the District may sell through a public auction
