Establish or strengthen existing independent secretariat for the CCM • Discussion • Funds earmarked for this from GF grant. CCM should work independently from anyone, including government ministries. • Clear guidelines on funding of CCM sec. Currently a limit of 2 years of funding. They are encouraged to seek funding elsewhere. 6 line items the GF will fund. Depends on the level of funding of the grant
2. Developing a constitution and by-laws ( written by both a balance of govt, civil society and private sector mix) should be a requirement Discussion • This includes clear guidelines on mechanisms to improve feedback and support constituency consultations • Where possible and where the country infrastructure allows, CCM Chair and PR should not be part of the same organization • As it stands there needs to be a COI policy in place where this is the case. • Rotation of chairs across sectors should be encouraged • Secretariat Lesson: Sharing of draft by-laws and constitutions
3. Compilation of proposals to be country led by the relevant authorities, programme managers, etc Discussion • TA can still be utilised but the ownership needs to remain within the country and lead by national stakeholders
H O T 4. Global Fund Secretariat needs to explore the potential for consolidation and harmonization of CCMs and NACs in each individual country • Discussion • We need to think about one national council in country based on Three Ones. In Eastern Europe there are many councils and lack of coordination. • How do we cover TB and Malaria within the NAC? • NACs in many countries may not have the capacity to deal with TB and malaria. May be better to concentrate on making CCMs more effective. • Get NAC members to participate in the CCM
