UNECE follows up the adherence to the Fundamental Principles • Questionnaire to the member countries in the CIS and SEE sub-regions ~every second year on this issue • Reporting to the UN and the CES Bureau on observations and trends
Purpose and features of a Global Assessment • UNECE has defined the main content in a document dating back to 2004 • Presented to the SPECA countries in joint meetings 2006-2009 • Available at the UNECE web site http://www.unece.org/stats/documents/ece/ces/ge.57/2006/6.e.pdf
Purpose of a Global Assessment • Provide a clear picture of the state of development of official statistics in a country • To help the national authorities to better programme the long-term development of statistics • To help international donors to have a deep knowledge for programming statistical cooperation
Objectives of a Global Assessment • To assess the administrative capacity of the country in the field of statistics • To assess the technical aspects of the statistical system in the country • To assess the compliance of national statistics with international standards
Nota Bene! Global Assessments are performed only when there is a request from the country Global Assessments are performed in relation to The Fundamental Principles of Official Statistics The European Code of Practice …in good cooperation with the assessed countries…
Main topics of a Global Assessment • Executive Summary • Legal setting • National statistical system (NSS) • Description of the National Statistical Office (NSO) • Technical part – Observations on the main parts of the statistical production

Don’t be afraid… • A Global Assessment is not • A beauty test • A ranking exercise • A juridical verdict • Its aim is to • Assist development • Help the NSS and NSO to identify strategic challenges • Support the NSS and NSO in finding resources
A Global Assessment is • A learning process • For the assessment team • For the NSO – Strategic goal setting and priorities! • For other producers of official statistics • A good pathfinder for future development steps • A good motivation for obtaining additional resources • From the “own” government • From international donors • From increased efficiency of own activities
Last but not least • A Global Assessment serves its cause well when it is made available publicly on the web site of the NSO • Thank you for your attention! • petteri.baer@unece.org
