Achievements 2014 Legislative framework for IACS set up • Adoption of the implementing rules for IACS • DA: Reg. No 640/2014 • IA: Reg. No 809/2014 • Issuing of guidelines on: • the LPIS "reference layer" • On the LPIS "EFA layer“ • On on-the-spot checks and area measurement • On aid applications • Other guidance documents
Achievements 2014/2015 • Missions performed/planned in 24 MS – “Advisory” role • Bilateral meetings in Brussels • Written replies to MS questions • Participations in various formal committees, expert groups, conferences, LPIS workshops, other networks or forums
Main challenges / implementation issues identified for MS • Up-grade of the Land Parcel Identification System (LPIS) • Permanent grassland, including the set-up of a pro-rata system • Greening: Mapping of Ecological Focus Areas (EFAs) in the Land Parcel Identification System • Challenges for on-the-spot controls (sampling, timing)
Main up-coming challenges for the Unit • To go on exchanging with MS • Closer monitoring whenever necessary • Relations with the Joint Research Center to look further into practical implementation issues • Simplification exercise
Support Activities foreseen for the second half of 2015 • Expert groups (exchange of experience) • Administration and control of VCS / animal premia • Issues related to payment to young farmers • Issues related to "self-maintained land" • Workshops to exchange best practices • Calculation of payements, reductions and sanctions in particular for greening • Issues related to "active farmer"
