  3. Purpose of the AOR (A) • Give leadership a Report Card of the Coordinated Transportation System • Report due to Governor, the President of the Senate, and Speaker of the House by • January 1st of each year.

  4. Purpose of the AOR (B) • Give the Commission a methodology to allocate additional trip and equipment grant funds above the amount used in the base allocation. • 1. The applicant’s total county area in square miles as a percentage of the total square miles of all eligible applicants. (Fixed) • 2. Total system passenger trips provided as a percentage of all eligible applicant trips reported. (AOR)

  5. Purpose of the AOR (B continued) • Give the Commission a methodology to allocate additional trip and equipment grant funds above the amount used in the base allocation. • 3. Total system vehicle miles traveled as a percentage of all eligible applicants vehicle miles traveled and reported. (AOR) • 4. Total county population as a percentage of the total population of all eligible applicants. (Fixed)

Due Dates • Rule 41-2.011 (4) • Each CTC shall submit a report on operational statistics by September 15, each year to the Commission • A copy should also be provided to the Metropolitan Planning Organization or Designated Official Planning Agency. • Provided via website. All Planners have read only access to their counties’ AOR

  7. Due Dates (continued 2) • Rule 41-2.014 (4) • Each year, the Commission shall allocate a portion identified as the Grants Program of the Transportation Disadvantaged Trust Fund in the following manner • Planning • Voluntary Dollar • Trip and Equipment (AOR)

  8. Due Dates (continued 3) • Rule 41-2.0162 (1) • January 1 – Commission Annual Report due to Governor and Legislature

  9. Reminder – Common Carriers/Alt. Providers • Common Carriers/Alternative Providers • Place trip in Fixed Route section – Daily Trip Tickets (make note in alert section)

  10. Reminder – Common Carriers/Alt. Providers • Common Carriers/Alternative Providers • Place expenses in Purchased Transportation – Bus Pass Expenses (make note in alert section)

  11. Reminder – Capital Equipment • Capital Equipment • Funds received for Capital Equipment should not be included in the AOR

Thoughts for Next Year – Quarterly Reporting Time • Final report due by September 15th in accordance with Rule 41-2.0011 (4). • CTC would report data 45 calendar days after end of the quarter. • Example: the fourth quarter (April – June) data would be due to the CTD by August 15th, with a 30-day grace period for LCB review.

  13. Thoughts for Next Year – Quarterly Reporting Time • This change will give the PA/LCB an opportunity to comment on data before it is submitted to the CTD. • Data elements to report quarterly: • Trips, Miles, Revenues, Expenses, Driver Hours, … • UDPHC will not be reported quarterly.

  14. Thoughts for Next Year - Common Carriers & Alternative Providers • Airline, ADA, Fixed Route, Volunteers, Trip Vouchers, and other • Submit trip (Section III 1 a) and cost information (Section VII – Purchased Transportation Services) only. • No mileage or driver needed. • This will ensure only CTC and CC information is used to calculate paratransit performance measures.
