Makkah Period • No apparatus (system) of Administration • No attempt to acquire that apparatus • Personal reform • Individual Moral deeds, character • Inculcate (impress on somebody's mind) the unity of Allah • The greatness and love of Allah • Companions of Prophet became model of self-sacrifice, stoicism (admirable patience), generosity, compassion, heroism and good behavior.

Messaq-i-Madina After the Hijrah Muslims faced major problems • External Danger---Attack by Quraish of Makkah • Internal danger--- conspiracy of the Jews against Muslims • Jews tried to create conflict between Ansar and emigrants • Invited the representative of Muslims and non-Muslims • Defined the duties and rights of citizen • Document known as Messaq-e-Madina/ Charter of Madina
Clauses of Charter • The Muslims and Jews become friends • In case of war ---help each other • No protection to the Quraish of Makkah • All minorities have complete religious freedom • The old customs of ransom (money demanded for releasing captive), and blood money for killing will remain intact • In case of attack of enemy---both will defend and in peace the consent (permission) of both will be required. • Blood shedding will be unlawful • Both will be responsible to help the oppressed • Last but not the least (importantly)---the holy Prophet SAW will be acknowledged as the sole arbitrator (judge) in case of any dispute or difference among the parties.
