Why integrate? (coordinate) • Avoid lost opportunities • Achieve market transformation • Big Bold Programmatic Initiatives • Access efficiencies in delivery systems • Access additional EE (& other DSM energy savings)
The intent is not to consolidate these programs under one administrator, but rather to find EE opportunities in these programs and, to the extent that energy savings can be directly attributable to utilities EE efforts, count those savings towards achievement of EE goals.(D. 07-10-032)
What to integrate (coordinate) in Calif. EE Strategic Plan: • Full range of consumer demand side options • Present systems approach for all measures, programs & activities • Collaboratively engage market professionals and stakeholders- ! What level of complexity? • Marketing, packaging & delivery (eg., outreach) • Operational improvements (eg., audits) • Optimization (eg., equipment recommendations) • RD&D • Market Transformation • New partnerships, players & approaches
Why today? • Integration requirements (D-07-32-01) • Similar DR-EE program application filing schedules • Describe programs, activities, and funding requests for combined or coordinated DR/EE activities • Include specific proposals for implementing coordinated approaches to M & O • Leveraging funds for joint marketing of DR/EE/DSM • Consistent information in EE program • Include iDSM pilot projects (ALJ Ruling, D. 07-01-041)

The Energy Action Plan (EAP) • Policy Goals: • Meet California’s energy growth needs while optimizing energy efficiency & conservation. • Decrease per capita energy use & reduce toxic & greenhouse gas emissions • “Loading Order” for Energy Resources: • Energy Efficiency • Demand Response • Renewable Generation • Cleanest Available Fossil Generation • EAP II adds climate change, RD&D, & transportation to the strategies
Defining Success: • kW, kWh • Saving $ • Avoiding lost opportunities • Reducing GHGs • Water • Sustainability
Is ‘Free-ridership’ an issue? • DR- is assessed on case by case basis • EE – existing methodology • For iDSM projects, clarification may be needed • e.g., DR programs that require (or strongly encourage) installation of EE technologies… • Changing incentive mechanism not under consideration • Design EM&V approach into pilots from start (process & quantitative)
Process to advance iDSM ? • Is required to be identified in Strategic Plan • Will stretch through 2009… • Ensuring level playing field a priority • Broadening effort RD&D, MT, new partnerships, players, approaches
