How do local governments benefit from working with ICLEI? • National and international network of peers • Emissions Analysis Software and Decision Support Tool • Standard Methodology and Technical Assistance • ICLEI Trainings and Events • Technical, policy, and communications assistance • Framework for approaching climate protection • Implementation Tools and Resources (publications)
The 5-Milestone Methodology Milestone 1 Inventory Emissions Milestone 2Set Target/Goal Milestone 5Monitor/Evaluate Progress Milestone 3Establish Local Action Plan Milestone 4 Implement Local Action Plan The 5 Milestone Process Make Commitment
Milestones 1 - 3: Baseline; Target; Action Plan Commercial Sector Emissions Reductions • New Construction Energy Codes • Require higher efficiency HVAC, lighting and window technologies; reduced air infiltration; and appropriate solar orientation • Implement in 2009 • Anticipated annual savings: 64.5 million kWh 450,000 therms 77,300 tons CO2e $110,404,859 • Existing Commercial Facility Retrofits • Offer free facility energy audits and expert advice, along with financial incentives for HVAC and lighting equipment improvements • Implement in 2008 • Anticipated annual savings: 80 million kWh 700,000 therms 105,200 tons CO2e $79,407,558 • Install Solar Photovoltaic Panels • Install photovoltaic panels on all municipal facilities where feasible • Implement in 2007 • Anticipated annual savings: 140,000 kWh 103 tons CO2e $14,000 30% Commercial / Industrial 25% Residential 4% Waste 41% Transportation Milestone 1: Baseline = 2,300,400 tons of GHGs Milestone 2: 20% Reduction Target = 460,080 tons Milestone 3: Develop Action Plan
Climate Action Planning Climate Action Plans vs. Sustainability Plans
What is a Climate Action Plan? A blueprint for the future
What is a Climate Action Plan? • Insightful analysis of past progress, current status, and future plans • Set of complimentary strategies, measures and policies • Quantitative and qualitative estimates with supporting detail and justification of each strategy • Guidance on implementation
Why Create a Climate Action Plan? Undergo a consensus building process that provides a roadmap for climate efforts. • Reduce jurisdiction’s/community’s operating costs • Improve air quality • Protect public health • Address traffic and other transport woes • Develop local economy and employment • Improve sustainability and livability of the community • Lead by example and gain recognition
Developing the Climate Action Plan • Assemble action planning team (internal/external) • Convene an advisory/steering committee • Engage community & stakeholders • Review emissions sources from inventory • Identify & quantify already implemented/planned strategies
Climate Action Planning (CAP) Process • Evaluate GHG reduction still needed • Identify and prioritize selection criteria • Select new measures • Quantify GHG reduction of new measures • Identify responsibilities: implementation, financing, monitoring, etc. • Write Plan and seek approval
Public Engagement Different Approaches • Limited public participation • Organized public participation • Open public participation
Structure of Plan Letter from the Mayor/Board of Supervisors Executive Summary • Introduction • Context • Emissions Inventory & Forecast • Reduction Target • Local Actions Being Taken • Proposed Actions • Conclusion Appendices
Structure of the Plan – More Detail Sector (Building, Transportation, Residential, etc.) Action • Estimate GHG Reduction • Estimate Cost (implementation & payback) • Funding Source(s) • Feasibility (Technical/Political) • Co-Benefits • Implementation Responsibility • Implementation Timeline • Emissions Tracking Process/Tools
Financing • Development of Plan • General funds • Self-Financing Energy Office • Grants • American Recovery and Reinvestment Act • Incorporate development/implementation into regular operations • Implementation of Strategies • Revolving loan funds • Municipal Bonds • Energy Efficiency, Renewable, and Solar Technology Financing
Staffing Options • Integrate into regular work of in-house staff • Hire a Climate Action Coordinator • Hire outside consultant • Collaborate with County, municipal neighbors • Interns
Developing A Climate Action Plan What? • Document highlighting steps your community will take to meet emissions reduction target Why? • Consensus building process that provides a roadmap for climate efforts When? • After completion of GHG inventory How? • Stakeholder engagement and prioritization process Who? • Relevant community and municipal stakeholders
Selecting New Measures – Things to Consider • Maximizing reductions • Cost-effectiveness • Stakeholder support • Goals of related plans • Regional collaboration and/or cost-sharing • Legislation/Regulations • Tie to local priorities
Climate and Air Pollution Planning Assistant (CAPPA) • Action planning tool • Based on best practices and local circumstances • Multi-metric rating • Scalable, customizable • Hundred+ measures • Case studies • Implementation guidance • Evolving
Additional Action Planning Tools • Action Plan Development Work Plan • Action Planning Resource Kit • Sample Presentations for First Two Meetings of Action Planning Stakeholder Group
Implementation Guidebooks How-to Guides & Toolkits • Revolving Energy Funds • Clean Energy • Clean School Bus • Recycling and Solid Waste • Transportation & Land Use • Outreach and Communications • Environmentally Preferable Purchasing • Small Communities • Sustainability Planning
ICLEI’s Municipal Clean Energy Toolkit www.icleiusa.org/cleanenergytoolkit • Released in 2009 • Focused on Municipal Clean Energy • Online Clearinghouse and How-To Resource on Clean Energy • Details By Clean Energy Type (Clean Energy As Defined in the General Laws of Massachusetts) • Discusses 13 steps to successful municipal clean energy projects • Two types of pages: specific pages (i.e. solar) and general pages (i.e. purchasing, financing)
Small Communities Toolkit • Designed for communities with a population of 25,000 or less • Contains tips, resources, and case studies • Sample Strategies • How ICLEI Can Help – connection to existing tools and resources • Resources, Examples, Case Studies
Green Jobs Toolkit • Guide to Green Jobs Development • Provides guidance and resources for local governments to create green jobs in their communities • Green Jobs Pledge • Sample Green Jobs Policies and Programs
Energy Office Initiative • Program to institutionalize climate and energy work into local government • Series of trainings and custom support resources to show local governments how to design and develop a self-financing energy office • Enhanced Service Energy Financing Series on ICLEI USA
Adaptation:Climate Resilient Communities • Climate Mitigation – Any measure or activity taken to reduce greenhouse gas emissions. • Climate Adaptation – Any measure or act that reduces the negative impacts of climate change. • Adaptation and Mitigation are not mutually exclusive • Many mitigation strategies are adaptation strategies and vice versa. • Challenge is the integration of the two. • Adaptation Tools • Climate Adaptation Guidebook (King County) • Keene, NH’s Adaptation Plan • Climate Resilient Communities Advisory Group • Milestone Workbooks (coming soon)
STAR Community Index • Globally recognized green standards system for local governments • Accountability in data and actions • Prioritized and informed decision making • Peer-to-peer learning among communities and citizen engagement
Networking Opportunities • Online Member Forums & Peer Searching • Ask & answer questions, learn from each other • See what’s happening around ICLEI USA • Share your best practices and lessons learned • State Networking Meetings • Direct Peer to Peer Exchange
