When will MLC be implemented When 30 countries have ratified When 33% of worlds gross tonnage is included (achieved!! ) Thereafter 12 additional months Today (12th April) have 12 nations ratified the convention. What have Norwegian authorities done to be prepared?
Who will need a MLC certificate? All ships larger then 500 gross tonn in international trade MLC certificate shall be renewed every 5th year, and have an intermediate survey after 2-3 year. A ship ”cannot sail” without MLC certificate. MLC are technical and operational demands (and recommendations) to the ship.
MLC MLC is a minimum standard ”No favorable treatment” Without a MLC certificate, a thorough port state control (Paris MoU) With a MLC certificate, quick port state control
Accommodation, recreational facilities, food and catering Crewing parts of the ship have been followed by NMD regulations from design of ships to operation of ships. The welfare parts of the convention is with ”Norwegian eyes” weak. MLC today is what was international acceptable (remember ILO triparties platform) Nutrition on board should have special attention
Training on board Sailing pattern has changed significant More and more seafarer loose health certificate ISS have started project ”Training on board” which is physical activity, nutrition and health focus for seafarers
Reg 4.4 Access to shore-based welfare facilities. • Standard A4.4 (mandarory) • Each member shall require – where welfare facilities exist… • Each member shall promote the development of welfare facilities in appropriate ports… • Each member shall encourage the establishment of welfare boards….
Reg 4.4 Access to shore-based welfare facilities • Guideline B4.4 (non compulsory) • Gives recommendation to: • Films, books, newspapers and sports • Members should cooperate with one another • Should be provided by • Public authorities • Shipowners and seafarer organizations • Voluntary organizations
Guideline B4.4 (non compulsory – cont.)) • Welfare boards • Review of facilities • Should include shipowners, seafarers organizations, competent authorities and where appropriate voluntary organizations and social bodies. • Financing of welfare facilities • Grants from public funds • Levies or other special dues from shipping sources • Voluntary contributions from shipowners and seafarers • Voluntary contributions from other sources.
