EE Program – Current Status • DND achieved legislative compliance in December 2004 from Canadian Human Rights Commission • Integrated EE planning with HR planning guidance to senior leadership/corporate goals and commitments embedded in Command/Group plans • Maintaining focus on achieving EE representation goals for each designated group • Continuing to implement Corporate EE Action Plan • DDC endorsed need to entrench EE considerations into staffing processes • External consultation

EE Staffing Program – Why is it Important? • Diverse workforce is a competitive asset with bottom line returns: • Leads to a workforce that reflects Canada’s diverse ethnic and racial communities • Provides a competitive edge in attracting talent from around the world • Creates a culture of inclusiveness and innovation that helps retain high quality staff • Ensures that representation gaps are closed and compliance is maintained

EE Staffing Program – Key Objectives • Embed EE in HR planning • EE representation goals in HR plans • Develop targeted staffing strategies • Ensure that managers, in consultation with HRO, consider EE options in every staffing process • Establish EE as a merit criterion for current or future needs • Restrict or expand area of selection • Promote developmental assignments and acting opportunities • Maximize use of student and post-secondary employment programs • Ensure assessment boards are representative • Provide additional flexibility on limiting assessment of priority referrals

Next Steps • Obtain DM signature re additional flexibility to limit assessment of priority referrals • Launch of DND EE Staffing Program – Winter 2006/2007 • Communication to management and HR practitioners • Provision of training/tools to managers and HROs to facilitate use of program • Continue monitoring progress of DND EE Staffing Program
