Geography • A middle-sized department with about 570000 inhabitants, which is part of the Picardy region • Two main towns : Amiens (137 000 inhabitants) the chieftown and Abbeville (25 000 inhab.)
Economy, employment and education • Agriculture represents a strong economic activity • The Somme is active in many industrial fields (aerolia/airbus site, logistics, small manufacturing, glass industry…) and is more and more involved in ICT and broad band /FTTH • Amiens has a number of post-graduate schools and a university • Despite the improvement of the labour market, the unemployment rate is about 12%
Our competences Intermediate level : 96 departments and 5 overseas departments County of Somme (NUTS III), 46 councillors, Budget 2012 : 628,30 millions euros Social and health action Urban and strategic planning Education, culture and heritage Economic development Environment
EU Regional policy 2007-2013 : a strong support of the EU ERDF, ESF and EAFRD : 375 million euros (ca.) at Picardy level 3 Interreg IV A programmes covering the department + B and C strands + Thematic programmes (mainly education, youth and citizenship programmes)
Focus on two current projects (1) Building a cycle route linking Péronne to Saint Valery : 120 km on site (former towpass) contribution of the EAFRD (1.2 million euros) + ERDF to be submitted on services
Focus on two current projects (2) 1914 - 1918 / 2014 - 2018 : preparing the commeration events for the centenary of WW1 Work on our twinning partnership (Conseil Général de la Somme linked to County Durham since 1980) Comenius REGIO to be submitted in February 2013 3 Interreg strand A projects (at this stage) Others ? Register Somme battlefields as human heritage UNESCO « cultural landscapes » Both an international and a cross border project
A real added value of EU support « + » Financial support Cofinancing rate between 30 % and 50 % of the total cost of the project European Cooperation dimension needed in some cases « - » Complexity inversely proportional to the amount of grant to be allocated Internal organisation, workload
Co-operation Opportunities • Tourism and culture have been successful themes of cooperation under Interreg and will provide a good ground for cooperation • Economic development, including projects based on new technologies, Environment, Education and will represent good opportunities for cooperation in the next programme period.
Conclusions • Numerous concrete actions managed directly by the County • Major horizontal projects at our level • Strategic support of the EU (financial support and various cooperation schemes to be activated) • A challenge : Integration of a cooperation dimension within our policies
Prospects Preparation, at regional level, of the next generation of programmes Lobby of intermediate local authorities at national and EU levels Maintain wide opportunities of cooperation and financing
