APTE, York 11-12 July 2013 Lessons from OFSTED 1013
This time last year • New inspection framework – raising the bar • New QTS standards (inc. grading of students) • Expansion of school-led ITT and School Direct (10,000 places?)
Since then • Inspection framework introduced • 2-days notice not causing significant problems • Inspectors operating within remit, other than...
Bad HMCI 'Those providers which have earned the highest grade since last autumn really stand out from the rest. It is significant that all the outstanding training our inspectors have found so far is being led by consortia of neighbouring schools, with trainees taught by experienced, practising teachers. 'This suggests that the Government is right to put greater emphasis on new teachers being trained in schools where they can best develop the practical skills they will need as teachers – rather than in higher education institutions, which have traditionally trained the majority of trainees.'
Despite fact that: • 21 inspections • 17 visits • 7 HEIs, 3 of which PCET only • 1 outstanding was HEI led(and then we did get another ‘outstanding’)
Durham ‘High level of school involvement in the training, placement and assessment of trainees’ ‘Partner schools play an increasingly significant part in the training’
Allocation & accreditation issues • Guaranteed allocations for outstanding providers in 2014/15 • But unlevel playing field for those losing ‘outstanding’ • Two ‘requires improvement’ or below (any phase
School Direct • Shared responsibilities, but not accountability • Need strong partnership agreements and mutual trust
