How (not?) to implement e-Standardization Experience from the design of our ETSI Collaborative Portal Kjell Strandberg Head of ETSI Standards Making Support department kjell.strandberg@etsi.fr
What is a portal ? “… an amalgamation of software applications that consolidate, manage, analyze and distribute information across and outside of an enterprise …” It has facilities for • Customization • Personalization • Push
Why an ETSI portal ? ETSI Future Role - EFR - Recommendation 8 “…implementa globally accessible electronic standardization platformin order tospeed-up the standards-making processand making it easier toinvolve the global membership …” “… an e-standardization portal …”
April 2000 - ageing web site … • Scattered information • User must know what to ask for • Many applications (apps) • Apps look and react differently • User must know where to find information and apps • User must know how to use apps • Apps largely based on physical meetings • Virtually no alerting functions • Little guidance on how to work electronically
Report to EFR-IG – May 2000 Collaborative portal Information portal Mobile portal ETSI Collaborative Portal New ETSI web site For further study
Project establishment - Jun–Oct 2000 • Creation of small Task Force • 5 portal software vendors invited to indicate interest • Organization of workshops with 4 • Creation of enlarged Task Force • Drafting Specification of Requirements • Decision that new web site be separated from portal • 4 vendors invited to tender – 3 tendered • Evaluation of tenders - 2 selected for final workshops • Selection of vendor • Board gives go ahead – provides funding • Contract negotiation and signing • Portal software • Development resources • Target date set for launch – 15 March 2001
Main requirements • Fast – also useful for modem and GSM connections • no graphics • no unnecessary text • effective use of page space • Customized • according to Technical Organization structure – Technical Body - Working Group • role of individual • Personalizable • only get what you want
Well … – will it work? • November – Definition of portal use cases for “services” – Installation of software – Start of writing “service” implementations • December-January – Software turns out to be powerful but badly documented – Delays writing of portal functions • January – Tests show performance problems • February – Performance is a major concern – “crashes” with only 10 users – vendor promises to help … but there is still hope ?
… but that one won’t work! • March – Internal crisis meeting – we need to consider other solution(s) – vendor given 2 months to fix the problem – First study of a “home made” .asp-based portal • April – Tests with “our own” portal solution promising – vendor seems unable to do anything – we stop all work on vendor’s portal • May – “Our own” portal works fine in load tests • 25 June – vendor informed – we won’t use their software • 26 June – vendor files for “chapter 11” protection • 26 June – First version of portal launched • IE5.5+ only • Gray • Little publicity
Official launch and upgrade … • Jul-Aug – Preparations for portal/new web site launch • 3 Sept – Official launch of portal and web site (with harmonized colour schemes) • portal supports only IE5.5+ - other browsers get simplified view (~ previous web site) • 24 Sept – Launch of NS6.1+ portal version • 15 Oct - Upgrade
First month of operation • ~ 1.000.000 hits • ~ 50.000 visits • ~ 15.000 visitors • Load time 5-10 secs
The new web site While the portal is a working tool for the Technical Organization, the web site is mainly a publicity tool
Continued portal development • Soon – New features • Extended personalization • Collaborative editing • Latest draft download • Extended alerting services • Some new services • Later – Integration of applications • Will provide new services • SMS alerts • WAP services (?)
