KOLDAM (4x200 MW) – A Quick Snap Shot • Environmental Clearance to HPSEB accorded : Aug 1989 ( With Wildlife involvement indicated as “NIL”) • Forest clearance to HPSEB Accorded : Jun 1990 • Forest clearance transfer by MOEF to NTPC : Nov 2000 (954.69 Ha of Forest land transferred - No indication about Wild Life Sanctuary Land) • Investment approval for Koldam : Oct 2002 • Commencement of work at site : Mar 2003 • Dam construction almost completed • So far an expenditure of Rs 5400 Cr has been incurred • Commissioning of units in 2014 - Impounding to start Sept/Oct 2013 • About 1.4 Cr trees planted NTPC started project construction with all statutory clearances Project
Issue of Involvement of Majathal Wildlife Sanctuary Land in the Submergence Area • Re- demarcation of forest land done : Sep’06- Which depicted involvement of: Mar’07 • 999.54 Ha of forest land against 954.69 Ha already diverted (An increase of 44.85 Ha) • 124.054 Ha of Forest land falling in Majathal Wildlife Sanctuary (Including 79.19 Ha of forest land already diverted) • NTPC submitted proposal for clearance to forest deptt. : Aug’08 • On advice of forest deptt NTPC submitted proposal to CEC : Dec‘08 • CEC advised to obtain recommendation of Wildlife Boards : Feb’09 • State WL Board recommendations : May’10 Proposal rejected by Standing Committee of NBWL (Oct’10 & Mar’13) Concerns of Standing Committee of NBWL : (a) Habitation of Cheer Pheasant & (b) Large number of trees

Habitation of Cheer Pheasant • Cheer Pheasant occurs in the higher reaches and over a wide altitudinal range from 1200m to 3000m. • Source : (1) Paper on Patch Occupancy For Cheer Pheasant In The Great Himalayan National Park Conservation Area By : Mr. ViratJolli (Deptt. Of Env. Studies CISMHE, DU), Ajay Srivastav (Great Himalayan National Park, Shamsi) & Suveena Thakur (Kullu Wildlife Division) in Aug 2011 (2)International Union for Conservation of Nature & Natural Resources (IUCN) Red list of Threatened Species web site www.iucnredlist.org • Submergence level of Kol Dam Project is up to EL 642 m only. Thus it is not likely to affect habitation of Cheer Pheasant.
Submergence of Trees Findings of Joint survey conducted to explore possibility of reducing trees & Wild Life Sanctuary land in submergence area, based on decisions taken in 2nd Nov’10 meeting held in MOEF: • Since saving of trees & wild life land in submergence area on account of reduction in Dam Height is negligible, State Forest Deptt on 7th March’2012 has recommended levy of Rs 10.54 cr for Wildlife mitigation measures in addition to other statutory levies.
Submissions & Approval Sought • Construction of Koldam started in 2003 after taking all statutory clearances. • Issue of Majathal Wildlife land came up subsequently. • No construction done by NTPC in the Majathal Wild Life area. • Habitat of Cheer Pheasant is not affected by Koldam Submergence. • NTPC has planted about 1.4 crore of trees through State Forest Deptt. and is ready to plant more trees as per direction of State forest department and NWBL . • NTPC has invested Rs. 5400 Crores and almost all the activities of the project have been completed. • Impounding of the reservoir is scheduled to start in Sep/ Oct 2013. Project is due to be commissioned during 2014.
