21st Century Schools A focus on children who fall behind • A guarantee of one to one or smallgroup catch up tuition in year 7 • More time devoted to English andmaths • Every child with a Personal Tutor whoknows them well • A ‘progress check’ assessment toensure support has been effective - frequent reports to parents
21st Century Schools A focus on behaviour • Parents agree to adhere to thebehaviour policy as part of theadmissions process • Home School agreement signed at thestart of every year • Court imposed parenting orders • Parents able to complain if the school is not holding other parents to account for their children’s behaviour
21st Century Schools A focus on accountability to parents • Reporting online to parents in ‘real time’- 2010 for secondary schools- 2012 for primary schools • An information pack available for allschools, including the Report Card • LAs to seek out parents’ views • Access to information on subject and career choice • A parent guarantee underpinned by legislation
21st Century Schools A focus on collaboration • Consortia to deliver an entitlementto the diplomas, at KS4, by 2013 • Primary schools share specialistteaching • ‘Accredited Schools Groups’ - the bestschool leaders to run groups of schools • Multi-agency teams in schools • Legislate to require collaboration - all children in an area
21st Century Schools A focus on school improvement • In addition to monitoring and challenge,SIPs role to include broking support e.g.- high performing schools- ‘accredited providers’ • ‘Good and Great Schools’ programme- opportunities to develop further • Primary strategy to focus on weakest performing schools and those with poor progression rates or inconsistent results
21st Century Schools A focus on school improvement A tougher inspection regime: • A raised bar - standing still will mean falling behind • Criteria focused on outcomes for children rather than provision • Criteria around the well being of children strengthened • Evidence of collaboration between schools expected
Review the use and distribution of theDSG to place a greater focus: • raising standards • narrowing the gap in achievement • rewarding partnership working andcollaboration • targeting children from deprived backgrounds 21st Century Schools A focus on funding arrangements
21st Century Schools A focus on Local Authorities • LAs to commission high quality schoolplaces and services to deliver the pupil and parent guarantees • Move to a positive relationship withLAs as leaders of Children’s Trusts • Regional Children and Learner Teamsto support and challenge LAs and Children Trusts- to mirror the LA/school MCSI relationship
21st Century Schools A focus on the workforce • Renewable ‘licence to teach’ linked toan entitlement to professionaldevelopment- starting with NQTs and returners • All learning support staff to have, or beworking towards, level 3 qualifications • GB Chairs to undergo specific training • Governing Bodies’ fundamental duties to children, young people and the community enshrined in law
