Review: How We Got to Where We Are • WRC-97: Consider requirement for wideband telemetry in the 3-30 GHz part of the spectrum • ETTC 99, Paris: Agreement to form organization to provide forum for all telemetry spectrum users • WRC-00: Defer consideration of 3-30 GHz proposal to WRC-03 • 2002 to mid-2003: Intense efforts by ICTS members in Europe, US, Australia to educate national spectrum authorities and gain support for WRC proposal • WRC-03: 3-30 GHz proposal officially placed on agenda for WRC-07

What Lies Ahead? OUR WORK • Technology • Identifying technology shortfalls and solutions • Requirements • Identifying candidate bands, bandwidth, and sharing strategies • Education • Developing convincing arguments and strategies for winning the support of our administrations
Some Suggested Work • Technology • Focus task of Working Group 1 to identify maximum frequency bound imposed by technology limitations • Requirements • Build on work of Dave Portigal to identify candidate bands • Build on work of Mike Ryan and Viv Crouch to identify current telemetry spectrum usage • Use the data to identify incumbent usages that will require sharing • Use the preceding work to develop sharing recommendations • Education • Develop briefing packages for use by members • Expand news letter to include educational articles and guest articles. Distribute news letter to key spectrum authorities
Conclusions • We have demonstrated that we can work together effectively • We have much work to do in the next three years • We must continue to work together
