How long have you been using the Single Window? • The Nigeria Integrated Customs Information System (NICIS) has been developed and deployed in 2009 as a platform for Single Window Operations. • ASYCUDA 2.7 version deployed in 1999. • Migrated to ASYCUDA++ in 2006. • NICIS developed and deployed in 2009. 1

  4. e-DECLARATION CONCEPT Simplified Customs Clearance Procedure Simplified Customs clearance procedure is divided into two segments- Trader zone and Customs zone, for full participation by traders and reduce contact with Customs Importer/Agent registers SGD, assesses SGD Importer/Agent makes e-payment at Bank TRADER ZONE Importer /Agent, other government agencies Release requested once payment registered e-notification based on profiling Risk Management Out come 3 Doc Check at CPC Scanning and/or Physical examination CUSTOMS ZONE Yellow Lane Green Lane Red Lane Blue Lane e-Release and Physical exit of goods

DIFFICULTIES IN IMPLEMENTING SINGLE WINDOW • Lack of existing Legal Framework for the smooth • implementation of the Single Window. • Coverage of Large area of telecommunication networking • customs formations spread across Nigeria, that has an area of • about 926,000sq kilometres . • Lack of regular power supply affects the implementation and • operation of the Single Window as generators are deployed • most of the times. • The effect of weather where strong winds deflect antennas on • masts and thick clouds that break satellite transmission. 4

  6. WHAT ARE THE BIGGEST COSTS? • Installation and maintenance of the • telecommunication equipment. • Running cost of generators with fluctuating • prices of diesel. WHAT TYPE OF TECHNICAL ASSISTANCE IS RECEIVED/NEEDED • Nigeria Customs Service did not receive any • technical assistance in the development of the • Single Window platform. All the costs were • borne by the government. • Technical support needed to build capacity in the • IT unit to further enhance effective management of • the system. 5

BENEFITS OF SINGLE WINDOW • Integration of all stakeholders in the clearance • process using a single entry point. • Real time online operations. • Harmonised Risk Management System. • Cross agency interchange of data. • Reduced time to clear cargo out of customs control. • Increased revenue drive. ADVICE TO A COUNTRY THINKING OF IMPLEMENTING SINGLE WINDOW • Provision of Legal Framework to define scope and • inter agency relationship. 6
