The system is not ready yet ! Panel 1: New technical frameworkProblems • No mutual acceptance of the autorisation to put a new wagon into service, • How does a rail undertaking accept a wagon of which it is not the keeper? • The autorisation to put the wagon into service must be delivered by each of the member states in which the wagon transits. • The open points of the TSI allow national particularities which are not mutually accepted between member states. Among these open points, two main ones: Assessment of maintenance and brake bloks • How can it be certain of its compliance with the TSI ? PANEL 2
