Until entry into force • COP exercises authority over the CDM • Current phase “facilitates the prompt start of the CDM” • COP elected the Executive Board at COP 7 which supervises the CDM Upon entry into force • COP/MOP confirms decisions of COP • Board members to be from countries which are Parties to the Protocol

Executive Board - Governance • Composition: 10 members + 10 alternate members • Elected for 2 or 3 years • Chair/Vice chair AI/NAI annual rotation • Personal capacity/competence • No conflict of interest oath of service • Rules of procedures approved by COP 8 • Panels to assist • Expertise in specialized areas • Resources Share of proceeds/Contributions + Fees
Executive Board – Key functions • Translates rules into operational procedures (e.g. small-scale projects) • Accredits operational entities/recommends their designation to COP (COP/MOP) • Approves methodologies on baselines and monitoring • Registers CDM projects activities once validated • Issues CERs once verified + certified by designated operational entities • Reports to COP (COP/MOP) • Regional balance of projects?
