Aquatic Passage Program • SAFETEA-LU Title I, sec.1119, Federal Lands Highways, part (m) Forest Highways • Includes $2 million FY 2006 Congressional earmark for Infrastructure Improvement (CMII) for Fish Passage Barriers • Request proposals for aquatic species passage projects • Build a 3-year program of work.
Aquatic Passage Program • CMII projects can be located on any National Forest System road • HTAP funds section (m) Forest Highways exclude any roads that are not part of the Forest Highways system. • Collaboration key: • Watershed, Fish, Wildlife (WFW) • Hydrology staffs, • Engineering staff, • local authorities with transportation jurisdiction, • Fish and Game agencies
Criteria • Addresses T&E and other emphasis aquatic species • Maximizes habitat availability • Leverages other funds both external and internal such as TRTR, CMRD, etc.; • Addresses large-scale watershed partnership projects; • Obligates the fiscal year they are being authorized; • Project will not introduce invasive species into refugia for native aquatic communities • Consistent with the long term objective of the road
