Prism Research EUPM June 2012 6 • Citizens associate „organized crime“ with various types of crime, (such as murders, robberies, etc.), with the necessity to fight it and seek protection from it, with negative emotions such as fear and discomfort, but also with the government, politicians and persons in power. • The majority of B&H citizens (77.1%) think that the organized crime is present in B&H society, and two out of three citizens believe that organized crime in B&H has increased during the last ten years. • The largest percentage of citizens (40.1%) believe that organized crime in B&H is not different from the organized crime in the neighboring countries, and the majority of citizens (81.9%) think that organized crime represents a very big problem for the country. • The largest percentage of citizens, slightly less than a half (48.5%), believe that the politicians are mostly responsible for the rise of organized crime in B&H. • Expressing their opinions on types of crime which are being carried out by criminal organizations in B&H today, more than a half of citizens (58.1%) believe that each type of crime mentioned is being carried out in this country. Citizens who specify the types of crime mostly mention corruption of public officials, followed by drug trafficking and burglary and theft. MAIN FINDINGS

  7. Prism Research EUPM June 2012 7 • The majority of citizens (88.8%) feel safe in their local areas; they have never felt intimidated, threatened or endangered by organized crime activities. However, more than a half of them (55.8%) are not confident that the police and authorities are effectively tackling organized crime in their local areas. • Somewhat less than a third of citizens (30.2%) think that the police and governement do enough in terms of dealing with organized crime in their environment, while more than a third of citizens (35.6%) think they should prioritize this issue and do more. Approximately a quarter of citizens believe the police and governement do not do enough due to dealing with more important priorities. • A third of citizens (33.7%) do not specify which types of organized crime activities government should prioritize tackling in B&H, because they think they should deal with each type of criminal activities. Most of other citizens mention drug trafficking, corruption of public officials and burglary/theft in this context. MAIN FINDINGS

Prism Research EUPM June 2012 What is the first thing that comes to your mind when you hear the expression organized crime? 9 When asked about their associations with the expression “organized crime”, somewhat more than a quarter (27.3%) of respondents do not state any associations with the expression. Somewhat less than a quarter (23.9%) mention various types of crime, such as murders, robberies, corruption, etc. Respondents from RS and BD significantly more often mention governement, politicians and persons in power in this context, in comparison to respondents from FB&H. All respondents, N= 1007 DEMOGRAPHY: Females mention government more often than males do. While younger respondents (up to 60) tend to mention various types of crime, older mostly mention negative emotions and the necessity to fight organized crime. The more educated they are, the more often the respondents mention government and politicians. Those who are unemployed mention negative emotions and necessity to fight crime more often than employed respondents. Serbs mention government and politicians more often than Bosniaks do.

Prism Research EUPM June 2012 In your opinion, to what extent is organized crime present in B&H society today? 10 Approximately three quarters of respondents (77.1%) choose either “quite present” or “extremely present” for an answer describing the presence of organized crime in B&H society. Respondents from FB&H think significantly more often than the respondents from RS that organized crime is not present in B&H society. All respondents, N= 1007 DEMOGRAPHY: In comaprison to females, males more often choose either “Not present” or “Slightly present” for an answer. Females more often than males state that the organized crime is extremely present in B&H. Employed respondents and Bosniaks state more often that the organized crime is not present in B&H, compared to unemployed respondents and Serbs.

Prism Research EUPM June 2012 In your opinion, how much have these things (presence of organized crime) changed in the last ten years? 11 The majority of respondents, approximately two thirds (66.3%), believe that the presence of organized crime has increased (somewhat or significantly) during the last ten years. All respondents, N= 1007

Prism Research EUPM June 2012 In your opinion, to what extent is organized crime in BiH different from organized crime in the neighboring countries, for example in Croatia, Serbia, Slovenia, Montenegro, etc.? 12 The largest percentage of respondents, less than a half (40.1%), believe that organized crime in B&H does not differ from the organized crime in the neighboring countries. Respondents from BD believe more often than the respondents living in RS that organized crime in B&H is exteremely different in comparison to the neighboring countries. All respondents, N= 1007 DEMOGRAPHY: Respondents older than fifty, employed and Serbs think more often than the younger respondents, unemployed and Bosniaks, that organized crime in B&H is not different from the organized crime in neighboring countries. Bosniaks and minorities state more often than Croats that the organized crime in B&H is extremely different, in comparison to the neighboring countries.

All respondents, N= 1007 DEMOGRAPHY: Respondents older than fifty believe more often than the younger respondents that the organized crime is a very big problem in B&H.

Prism Research EUPM June 2012 In your opinion, who is most responsible for the rise of organized crime in BiH? 14 When it comes to deciding who is most responsible for the rise of organized crime in B&H, slightly less than a half of respondents (48.5%) believe that politicians are the ones who are responsible. Approximately a fifth of respondents mention judiciary, police, criminals, businessmen and public officers, while 21.6% mention someone else. All respondents, N= 1007 DEMOGRAPHY: Males mention criminals more often than females, while females and respondents who are employed mention politicians more often than males and unemployed respondents do.

Prism Research EUPM June 2012 You said that someone else is most responsible for the rise of organized crime in BiH - of whom are you speaking? 15 Only respondents who have stated that someone else is most responsible for the organized crime in BiH, N= 154 More than a half (57.0%) of respondents who said someone else was responsible for the rise of organized crime in B&H state that all institutions/persons mentioned before are actually responsible. A quarter of these respondents (25.6%) state that the governement is responsible for the organized crime in the country.

All respondents 16 Expressing their opinions on types of crimes which are being carried out by criminal organizations in B&H today, more than a half of respondents (58.1%) believe that each type of crime mentioned is being carried out in this country. All respondents, N= 1007 DEMOGRAPHY: Males mention burglary and theft and human trafficking more often than females, while females and respondents who completed university mention corruption of public officials more often than males and less educated respondents do. Tax evasions are more often mentioned by employed respondents and those with university education than by unemployed and less educated respondents. Serbs mention corruption of public officials more often than Bosniaks, and Bosniaks mention vehicle crime more often than Serbs. Minorities mention prostitution more often than Serbs do.

Respondents from RS mention corruption of public officials more often, in comparison to respondents from FB&H. Only respondents living in RS, N= 350

BD 19 Regarding types of crimes which are being carried out by criminal organizations in B&H, approximately a half of respondents from BD mention that each type of crime mentioned is being carried out. Approximately a quarter of respondents mention corruption of public officials, while slightly more than a fifth mention burglary and theft. Respondents from BD mention frauds and identity theft more often than those from FB&H. Only respondents living in BD, N= 25

Prism Research EUPM June 2012 Have you ever personally felt intimidated, threatened, or endangered by the organised crime activities in your local area (15-20 minutes walking distance from your home)? 20 The majority of respondents (88.8%) state they have never felt intimidated, threatened or endangered by the organized crime activities in their local areas. Respondents living in RS state more often than the respondents from FB&H and those from BD that they have never felt intimidated, threatend or endangered, whereas the respondents from FB&H state more often than those from RS that sometimes they have felt this way. All respondents, N= 1007 DEMOGRAPHY: Males state more often than females that they feel intimidated, threatened and endangered every day. Serbs report more often than Croats that they do not feel intimidated, threatened or endangered.

Prism Research EUPM June 2012 How confident are you, if at all, that the police and authorities are effectively tackling organised crime in your local area? 21 More than a half of respondents (55.8%) state that they are not confident (not very confident or not at all confident) that the police and authorities are effectively tackling organized crime in their local areas. All respondents, N= 1007 DEMOGRAPHY: Females and employed respondents state more often than males and those who are unemployed that they are not confident at all that the police and authorities are effectively tackling organized crime. Respondents older than 60 and those with primary education state more often than the younger and the respondents who are more educated that they are very confident in this context.

  22. In your opinion, how do the police and government deal with organized crime in your environment? 22 Somewhat less than a third of respondents (30.2%) think that the police and governement do enough in terms of dealing with organized crime in their environment. However, 35.6% think they do not do enough and that they should prioritize this issue, whereas 26.0% state that they have more important priorities. All respondents, N= 1007 DEMOGRAPHY: While females more often believe the police and government should prioritize fighting organized crime, males think more often than females that the police and governement have more important priorities. Respondents up to 35 years of age believe more often than the older respondents that the police and government have more important priorities. Respondents who are over 60 years of age and those who have completed only primary education state more often than younger and more educated respondents that the police and government do enough dealing with organized crime. Respondents who completed highschool or more believe more often that the police and government have more important priorities, in comparison to less educated respondents. Employed respondents believe more often than those who are not employed that the fight against crime should be the priority for the police and government.

All respondents 23 Considering three types of organized crime activities which government should prioritize tackling in B&H, respondents most often mention drug trafficking (34.3%) and corruption of public officials (32.7%), whereas 33.7% of respondents state that the governement should deal with each type of criminal activities. All respondents, N= 1007 DEMOGRAPHY: Males mention burglary/theft and prostitution more often than females do, while females mention corruption of public officials and tax evasion more often than males do. Respondents younger than 36 mention corruption of public officials more often than the older respondents do. Corruption and drug trafficking are less often mentioned by the respondents who completed primary education than by more educated respondents. While employed respondents mention corruption, drug trafficking, illegal importing/smuggling and tax evasion more often than unemployed respondents, unemployed respondents mention vehicle crime and prostitution more often than employed respondents do. Finally, Bosniaks mention burglary/theft and vehicle crime more often than Serbs do, while minorities mention fraud/identity thefts more often than Serbs do.

RS 25 Results in RS are similar to B&H average regarding the priorities in dealing with organized crime. However, these respondents mention illegal importing and smuggling of products significantly more often than the respondents from FB&H do. Only respondents living in RS, N= 350
