    3. Program Objectives To allow employees the opportunity to pursue job-related and mission-related academic studies. To provide a vehicle for the engineering workforce to complete advanced degrees in order to be more effective in contributing to NASA/GSFC’s mission. Provide contracting and procurement professionals with a high quality education program that will increase NASA/ GSFC’s mission commitments. To provide developmental opportunities to encourage professional and personal achievement and enhancement. To enhance the GSFC workforce to meet new challenges. 3

    4. Program Benefits Provides funding to pursue academic studies (including tuition, course-related fees, and book costs). Allows up to 8 hours off per week, with supervisory approval, to attend classes, do homework, study, etc. Study Fellowship Program (SFP) - Allows up to 40 hours off per week for one year, with supervisory approval, to attend classes, do homework, study/research, or prepare dissertation. Procurement & Engineering Advanced Degree Program – no need to reapply each year as long as the program requirements are met. 4

    8. Program Requirements - GPA PTGSP, Engineering Degree Program & SFP : Maintain GPA of 3.0 or better. Failure to meet GPA requirement will result in probation period of one semester, during which you must recover GPA to a 3.0 to continue taking courses through the AIMS Program. USP & Procurement Degree Program : Maintain GPA of 2.5 or better. Failure to meet GPA requirement will result in probation period of one semester, during which students must recover GPA to a 2.5 to continuing taking courses in the AIMS Program. Failure to meet the minimum GPA requirement will result in a probation period of one semester, during which time, students must recover to the required GPA to continue in the Program. Failure to meet the GPA requirement after academic probation period will result in automatic withdrawal from the Program. 8

Program Requirements – Degree Programs Engineering Degree - You are expected to successfully complete your degree requirements within a 4-year period unless a request for leave of absence has been reviewed and approved through Directorate management and the AIMS Program Manager. Procurement Degree - You must complete your degree requirements in the Undergraduate Degree Program within 6 years. Participants must take at least four classes per year to stay in the program. 9

    10. Program Requirements – Continued Service Agreements For PTGSP and USP, you are required to sign a 1-year Continued Service Agreement with NASA. You will be obligated to remain in service with NASA for a period of 1 year upon completion of the AIMS 2011 Program or withdrawal from the AIMS Program. Note: Continued Service Agreement will be January 1, 2013 – December 31, 2013. For the SFP, you are required to sign a 3-year Continued Service Agreement with NASA. You will be obligated to remain in service with NASA for a period of 3 years upon completion of the AIMS Program or withdrawal from the AIMS Program. For Engineering and Procurement Degree Programs you are required to sign a 2-year service agreement with NASA. You will be obligated to remain in service with NASA for a period of 2 years upon completion of the AIMS Degree Program or withdrawal from the AIMS Program. If you do not meet your continued service requirement, you must reimburse NASA all course-related fees (tuition, institution fees, books, and other related academic fees that were paid by NASA). 10

    14. GSFC Learning Partnerships On behalf of GSFC employees, OHCM has been creating learning partnerships through negotiations with the universities for discounted tuition and other incentives. Approved Learning Partnerships Strayer University Must register for courses through website: http://nasa.strayeruniversity.edu/ 10% discount on tuition Waived application fees Evaluation of experiential learning for college credit at no charge Free academic tutoring and advising University of Phoenix Must register for courses through website http://phoenix.edu/nasagsfc 5% discount on tuition Waived application fees Evaluation of experiential learning for college credit at no charge 14

    15. Registering for Courses All courses must be related to current job duties or NASA’s mission. (Please justify in SATERN on the External Training Request (SF-182) how the course(s) is related). Indicating “this course is required” will not be accepted. Submit one SF-182 through SATERN (https://satern.nasa.gov) for each academic course that has been approved at least 30 days prior to the start of the class. Be sure to include the following information in the comments field on the SF-182: “AIMS PTGSP, USP, Engineering Degree, Procurement Degree or SFP” “Required books are reimbursed thru GSFC AIMS Program Funds”. (Note: Book reimbursement is submitted via a SF-1164). 15

    16. Registering for Courses The SATERN system will route your request(s) electronically to your Supervisor and Directorate Training Coordinator and then to OHCM (Jamet Spruill or Erica Arriaga) for processing. Note: When first logging in, please verify your approving official. You will receive approval emails as your SF-182 progresses in SATERN. You are responsible for monitoring the progress of your SF-182 in SATERN. 16

    17. Registering for Courses The NSSC will send you a purchase order via email once your SF-182 has been approved. The email will include details on how to print your purchase order(s). You must log into SATERN and print each approved course request (purchase order). If you don’t receive an email from NSSC within 14 days, please check SATERN for the status of your request or contact the NSSC at 1-877-NSSC123. You must provide a copy of your approved SF-182 to the academic institution when registering for courses. Again, courses must be approved prior to the start of class. 17

    18. Book Purchase Procedures After receiving the approved SF-182, you should purchase your required textbooks and apply for reimbursement, using the SF-1164: Claim for Reimbursement for Expenditures on Official Business. After you purchase your books, you should submit your book reimbursement within 20 days. On the SF – 1164, the employee’s supervisor should sign in Block 8 (Approval Official), TCO signs Block 9, and the employee seeking reimbursement signs Block 10. Mail or hand carry (email not accepted) your completed SF-1164, along with a copy of your receipt(s) and a copy of your SF-182 to Jamet Spruill or Erica Arriaga, Code 114, Bldg. 1, Room E100A. The SATERN ID/TRACKING NUMBER and a copy of the pertinent external training request (182) should be included for each book reimbursement. Book reimbursement are reviewed and approved by the AIMS Program Manager and then submitted to the NSSC for reimbursement via direct deposit to your banking institution. Please maintain a copy of book reimbursements for your records. 18

    19. Submitting Grades Submit a grade report to Jamet Spruill or Erica Arriaga in Code 114. NOTE: Failure to submit grade reports at the end of each semester, will result in you reimbursing the Center for the costs of your academic courses. You should submit your grades within 20 days of completing the course. Grades should be forwarded via fax at 301-286-0302 or by interoffice mail to Jamet Spruill or Erica Arriaga, Code 114, Building  1, Room E100. Please include the SATERN ID/TRACKING NUMBER and a copy of the pertinent external training request (182) for each grade report. You will be responsible for reimbursing GSFC for: PTGSP, Engineering Degree & SFP: Courses in which a final grade is less than a B; USP & Procurement Degree: Courses in which a final grade is less than a C; 19
