Key Issues (Parking) • Garages needed soon to stay ahead of growth • Swing space needed sooner, to allow garage construction • Shifts between north and south are inevitable as lots come and go • Must manage permit assignments to avoid ‘hunting’ and frustration • If garage program is not feasible, TDM must be more aggressive • Key relationship with permit prices: • as funding mechanism • as demand-management tool
