International Registered Mail Redesign Initiative Inbound International Registered Mail Processed through regular First Class mail stream • Convert inbound Registered Mail to First Class mail flow • Signature confirmation will be used at destination to verify receipt TASKS COMPLETED • Initial meeting held with International Network Operations and JFK Management on March 18th • Team conducted site review at JFK week of April 21st • Mapped out current inbound flow of International Registered Mail • Notification of pilot to Unions by HQ Labor Relations • Pilot test at JFK June 23rd – July 5th • Pilot expanded to all NY Metro sites on July 7th
International Registered To-Be Mail Flows To-Be First-Class Mail Flow (with Int’l Registered) at P&DC DBCS 2. Isolate Registered Mail with Certified. Letters to DBCS Processing P&DC AFSM Flats to AFSM 5. All mail dispatched as FCM to Carrier Unit Outbound Transportation to Delivery Unit 1. Inbound Int’l Mail arrives at P&DC with FCM 3. Flats worked on AFSM with First-Cass Flats SPRs to SPBS SPBS 4. SPRs worked on SPBS with First-Class SPRs

Effects on Carriers & Clerks • IIRs Identified in DPS/FSS will be handled similar to Certified Mail • IIRs identified in office by clerks/carriers are assigned by Accountable Clerk • Carriers should - • Identify IIRs in DPS/FSS during delivery • Handle the same as IIRs assigned by Accountable Clerk - Delivery Notice (and signature if delivered) - Scan (attempted or delivered) - Return signed delivery record or left notice (LN) IIR • Clearance docs revised to show IIRs identified on street
Effects on Carriers & Clerks (continued) • IIRs identified in delivery unit manual letter/flat/parcel operations are sorted to the Accountable Clerk • Accountable Clerk uses manual accountable log or IMD accountable log as appropriate • Assign by number of IIRs, not individual Registered # • For P.O. Box/Caller Service clerks should – • Identify IIRs and handle similar to Certified Mail • SSA - Scan as delivered when customers pick up Left Notice/attempted IIRs
Effects on Carriers & ClerksSummary • IIRs now processed and transported with First-Class Mail • Assigned by number of IIRs, not individual Registered # • Follow appropriate scanning procedures • IIRs identified on street – turn in delivery record or LN item (signature or LN, scan or manual entry as attempted or delivered) • Handle IIRs similar to Certified Mail – Identify, Capture Signature or LN, Scan, and Maintain accountability
International Registered Mail Redesign Initiative New IIR handling procedures – • Consistent with UPU requirements • Limited liability for IIRs • Similar handling of Registered Mail in other countries • Provides significant savings for the USPS
International Registered Mail Redesign Initiative TASKS IN PROGRESS • Labor notification of labor impact and Article 12 • Identification of Registry resource impact with webCCM process (ISC and Plant registry operations) UPCOMING TASKS • Documentation updates (DMM 901, DMM902, IMM, etc.) • Phase 2 – JFK to the country (August) • Phase 3 – All ISCs to the country (September)
International Registered Mail Redesign Initiative Phase 2 Timeline • Thursday, Aug. 7 – MDPS telecon, plan briefing and SOP/Standup talk review • Thursday, Aug. 7 thru Aug. 13 - HQ will offer to hold telecons for each area (districts) separately • Wednesday, Aug. 13 – Schedule follow up telecon with areas as necessary • Thursday, Aug. 14 – Area MDPS distribute SOP/Standup talk to the field with instructions to managers • Thursday, Aug. 14 – Training begins in the field for delivery units and plants • Monday, Aug 25 – Implementation begins. JFK converts registry operations to First Class processing nationally • Monday, September 1 – Follow-up telecons with areas as necessary • Monday, September 8 – Submit survey to areas for completion
