The Learning Outcome • The learning outcome from the session • Understand the terms of Generic Level Descriptors (GLD,資歷級別通用指標) in the Qualifications Framework (QF,資歷架構) and Specification of Competency Standards (SCS,能力標準說明) • Understand the objectives of the QF for the Electrical & Mechanical Services (E&MS,機電工程業) industry • Understand the SCS and Unit of Competency (UoC,行業能力標準說明單元) for the working people
The QF for E&MS Industry • Background • Education and Manpower Bureau (EMB) first published the QF in Nov 2002 • A QF for the education sector to plan and develop courses to meet the future manpower market • The Electrical & Mechanical Services Branch under the Industry Training Advisory Committee (ITAC,行業培訓諮詢委員會)was formed in March 2005 for the drafting of the SCS and UoC • The major work is to draft the UoC to define the competency requirements for the E&MS industry • VTC is the professional writer for the E&MS SCS
Competency Requirements • The QF has defined 7 levels of competencies • Each level of the QF is differentiated by its GLD, which describe the common features of qualifications at the same level • According to the GLD, the E&MS industry draws up the competency requirements for various QF levels; the requirements are known as SCS
Competency Areas • Each level of competency comprises skills in four areas • Knowledge & Intellectual skills • Processes • Application, Autonomy & Accountability • Communication, IT & Numeracy
Objectives • Link up education and skill competency • Standards for competency requirements • Recognition of prior learning • Indicate a clear progression pathways for working professionals • Professional and personal developments • Enable people to set up goals and direction for obtaining quality-assured qualifications • Reduce mismatching and improve quality of workforce
QF for the E&MS Industry • Eight branches under the E&MS Industry • Electrical Engineering • RACV Engineering Services • Lift & Escalator Engineering • Gas Engineering • Fire Services & Plumbing Engineering • Aircraft Engineering • Railway E&M Engineering • Ship Repair & Mechanical Engineering
SCS and UoC • The drafting of the SCSs and UoCs for the eight branches follows the following procedures • Formation of a branch subcommittee and member includes representatives from organizations and worker unions of related trades • Identification of the major skill sets for the trade (主要職能範疇)typically • “Design”, “Installation”, “Inspection, Testing & Commissioning”, “Operation, Maintenance & Repair”, “Project Management”, “Safety & Health”, “Quality Management”, and “Marketing & Sales”
SCS and UoC • Professional writers visit organizations and work unions of related trade for the first draft of the SCS and UoC • Subcommittee meetings to give comments on the draft work submitted by the professional writers • The final draft for public consultation will be submitted by the subcommittee to ITAC • After public consultation, the SCSs and UoCs will be revised to a version which is accepted by the E&MS industry
Unit of Competency • A UoC is to describe in details the competency of a skill by giving • Title of the skill • Code – for identification • Range – application areas and its limitations • Level – to stipulate which of the 1-7 levels the skill belongs to • Credit – the credit (hours) acquired by this skill
Unit of Competency • Competency is described by • Acquired related theory or concept of the skill • Acquired the actual processing skill • Professional approach to accomplish the skill • Assessment Criteria • Emphasis on the assessment of the integral outcome of the skill • Remarks • The related knowledge or skill required prior to the skill
An example of UoC • Title • Repair and Maintenance of Domestic Electrical Appliances • Code • EMCUOR101A • Range • Repair of common large domestic electrical appliances in either workshop or field work environment with available spare parts. This UoC does not include competency in the repair of printed circuit board
An example of UoC • Level – 3 (say) • Credit – 10 (say) • Competency • Construction and working principle of large domestic electrical appliances • Understand the construction and working principle (including conversion between electricity and light, heat, wind or mechanical energy) of large domestic electrical appliances (e.g. washing machine, electric oven, refrigerator, dehumidifier, etc)
An example of UoC • Repair method and procedure of domestic electrical appliances • Understand the requirements and processes for repair and routine maintenance of domestic electrical appliances, including inspection, maintenance, tuning and cleaning. • Effective use of repair tools and equipment • Professional approach to domestic electrical appliance repair and maintenance • Able to follow maintenance manual instructions to repair and maintain domestic electrical appliances
An example of UoC • Understand the safety requirements in legislation and current code of practice in carrying out repair and maintenance of domestic electrical appliances • Assessment Criteria • The integral outcome requirements of this UoC are: • Able to systematically and effectively identify sources of problems, trace and remove faults and restore normal function of domestic electrical appliances
An example of UoC • Able to clearly explain to customers the operation, repair and maintenance requirements of common domestic electrical appliances • Remarks • The Credit in this UoC is on the assumption that a learner already possessed foundation knowledge in electro-mechanical principles
The Use of UoCs • UoCs can help a working person in the following ways • A complete set of skills required by the trade is available for the use of • Skill upgrading • Personal and professional development plan • Proper recognition of the acquired skill • Credit transferable to academic awards
