  8. WHO IS SAMPLING • ALL MUNICIPALITIES OVER 1 MGD DESIGN FLOW • ALL MAJOR AND PRIMARY INDUSTRY DISCHARGERS • OTHER NPDES INDIVIDUAL DISCHARGERS WHICH THE PERMITTING SECTI0NS HAVE REQUIRED TO MONITOR FOR MERCURY
