Priority 2: Targeted Analyses based on User Demand • Objectives • Provide evidence and knowledge based on ESPON results on strengths and weaknesses of regions/larger territories from European perspective, giving regions the option to compare themselves to other regions, thereby finding competitive advantages for development and cooperation • Improve usefulness of ESPON results by testing new, experimental and innovative options • Provide analytical support and evidence based on ESPON results on thematic priorities in cooperation with other SF Programmes • Geographical coverage of projects • More limited than Priority 1 with greater geographical detail • but • Due to transferable character of projects entire ESPON territory benefits
Priority 2: Targeted Analyses based on User Demand • A two-step procedure towards targeted analysis • Submission of expressions of interest (EoI) by stakeholders (i.e. public authorities of EU27+4, partnerships of regions and/or cities). EoIs approved by ESPON MC are basis for development of project specifications => • Call for proposals for targeted analyses mainly addressed to research institutes and universities with the necessary analytical capacity to carry out the analysis. • Specific role of stakeholders in Priority 2 projects • Define content of projects and set up project specifications in cooperation with ESPON CU • Involved in selection of team of experts • Give guidance to targeted analysis (-> Steering Committee) • Apply project results in practice and disseminate results

Call for Proposals on Targeted Analyses • Outputs • Delivery of outputs varies depending on project’s length, usually request for • Inception report • Interim report • Draft final report • Final report • Presentation of project results at certain events are foreseen for all projects (see individual project specifications) • Max. budget foreseen should cover all costs for completing the study, • incl. travel expenses and attendance at meetings • One single proposal will be selected for each of the 8 themes indicated
Best development conditions in European metropolises: Paris, Berlin and Warsaw (BEST METROPOLISES) • Purpose: • To assess current practices of policy development in the metropolitan areas of Warsaw, Berlin and Paris in relation to living conditions, mobility and governance • To provide knowledge on how to incorporate efficiently the concept of sustainable development into economic development strategies and how to approach multidimensional development problems in complex, multi-layer organisational and institutional contexts • Group of Stakeholders: • City of Warsaw European Funds Department (Poland) • Berlin Senate Department for Urban Development (Germany) • City of Paris, International Relations Department, General Secretariat (France) Project length: October 2010 – April 2012 Budget: Max. 350.000 €
Best development conditions in European metropolises: Paris, Berlin and Warsaw (BEST METROPOLISES) • Envisaged results: • Comprehensive diagnosis of current situation of three metropolitan areas, pointing out main determinants of social, economic and spatial development processes • Identification of main development challenges and possibilities to cope with them • Information on how to raise the efficiency of metropolitan and local governance • New comparative insight based on exchange of experiences between cities involved • Practical “toolbox” for stakeholders offering a set of solutions (e.g. approaches, mechanisms, instruments, indicators) to be used to deal challenges of metropolitan development
Selective Migration and Unbalanced Sex Ratio in Rural Regions (SEMIGRA) • Purpose: • Pointing out reasons for and consequences of selective migration and unbalanced sex ratios in rural regions; • Developing strategies to stabilize regions affected by demographic shrinkage and a shortage of young women. • Group of Stakeholders: • Ministry for Regional Development and Transport of the Federal State of Saxony-Anhalt (Germany) • Észak-Alföld Regional Development Agency Non-profit Limited Company (Hungary) • NORDA Regional Development Agency of North Hungary Non-profit Limited Liability Company (Hungary) • Joint Authority of Kainuu Region (Finland) • County Administrative Board of Västernorrland (Sweden)
Selective Migration and Unbalanced Sex Ratio in Rural Regions (SEMIGRA) • Project length: October 2010 – April 2012 • Budget: Max 350.000 € • Envisaged results: • New findings on the impact of gender-related courses of actions, methods and procedures on regional development. • New insights in tacit knowledge and the potential of human capital. • Exploration of knowledge about particular potentials and fragilities of rural regions with unbalanced sex ratio structures.
