Sherpa Juliet Registry of Open Access policies from research funders worldwide. Sherpa FACT Advice to UK authors on compliance with funders’ policies in their journal of choice. Automatic notification (and deposit) in institutional repository On acceptance of an article by a journal • UPDATES • Since the release of the REF requirements, process of redefining priorities, esp in terms of capturing AAMs. Despite tech challenges, now have detailed progress plans. • Router seeking to expand coverage: • Publishers open in principle to providing data/ full text at acceptance stage. Services for librarian research managers Jisc Collections Negotiations Jisc negotiates with publishers for agreements relating to OA and associated payments, schemes, licences Jisc Monitor Project to investigate and prototype the value and feasibility of services to help universities show compliance with funder OA mandates and monitor APC payments. Off-set arrangements On payment of APC • UPDATES • Combined subscription and APC costs mean that TCP has risen (Pinfield, 2014) • Major area of discussion all year with publishers re: offset proposals/TCP at all. • Agreements in place with T&F, Wiley and currently working hard with Springer and Elsevier. Jisc CASRAI pilot Working group within Jisc-CASRAI international pilot, seeking agreement between funders, HEIs and others, on metadata for research reporting. Collation of data to allow monitoring of publications On monitoring/ reporting compliance Supporting HEIs keeping track of articles using ORCID UPDATES: RIOXX- RIOXX 2.0 has (only just) been finalised. Will make the release public very shortly. Eprints plug-in- being tested by early adopters in Jan. Possible minor changes to application profile. Services for librarian research managers IRUS UK Collects raw download data from UK repositories and processes into COUNTER-compliant, comparable, authoritative, standards-based usage statistics. OA Good Practice Support for HEIs OA Implementation Community Inform/ disseminate models of ‘good practice’ Pathfinder Projects Develop shareable models of ‘good practice’ By producing and sharing examples of good practice, a range of approaches can be collaboratively developed and commonly applied according to the individual needs of the individual HEI. Glasgow (E2EOA):Metadata profile/specification for Open Access : Developed necessary OA metadata fields in repository systems (in particular Eprints) Coventry (O2OA): ‘Researcher Needs assessment’: Researcher attitudes / knowledge / barriers which underpin development of technical and behavioural workflows Oxford Brookes (Making sense of OA): CIAO: Benchmarking tool for assessing institutional readiness for OA compliance based on the CARDIO (Collaborative Assessment of Research Data Infrastructure and Objectives) Edinburgh (LOCH) report: “Managing OA workflows at St Andrews: challenges and Pathfinder solutions”: Presents a case study on the workflows in place at St Andrews and how these are developing to meet funder compliance policies and the challenge of the new REF policy UCL (Pathways to OA) Baseline Report: Encountered extremely similar issues and challenges with delivering compliance with funders’ open access policies Pathfinder Update- where are we now?   14. Advocacy: • Who owns responsibility for advocacy? UCL suggest departments and faculties need to be encouraged to take responsibility but there should be central point of contact • Clear unambiguous messages to researchers essential. One-to-one engagement essential • Promote research stories and publicise landmarks Pulling together conclusions • Reporting: • Funders’ compliance reporting should be integrated with other author reporting, to reduce administration and inconsistencies. • Make system amendments to perform basic support such as embargo management and compliance reporting. • Undertake dry-runs to test compliance • Metadata: • Repository, publications management and CRIS software must incorporate reporting requirements, including RIOXX and the forthcoming CASRAI profile (which includes fields required for REF )

Publisher Co-operation: • Interim solutions should be adopted, in cooperation with publishers, to assist with REF compliance and to streamline APC processes (DOI and basic metadata on acceptance). • Potentially publisher systems should be set up to deal with the involvement of intermediaries and institutional accounting procedures • Publisher policies and open access guidance should be provided in a standard format with standard terminology. Managing financials • Making it easier for authors- ready-made metadata and user-friendly interfaces. Pulling together conclusions • Automation: • Complexities and immaturity of systems and processes means that manual checking necessary.
