  3. INTELLECTUAL CAPITAL • “STOCKS AND FLOWS OF KNOWLEDGE AVAILABLE TO AN ORGANIZATION”

ELEMEN-ELEMEN “INTELLECTUAL CAPITAL” • HUMAN CAPITAL : the knowledge, skills, abilities and capacity to develop and innovate possessed by people in an organization. • SOCIAL CAPITAL: the structures, networks and procedures that enable those people to acquire and develop intellectual capital derived from relationships within and outside the organization. • Organizational capital – the institutionalized knowledge possessed by an organization that is stored in databases, manuals, etc.

From an organizational perspective, human capital theory generates the following practical questions: • What skills have we got? • What skills de we need now and in the future? • How are we going to attract, develop and retain these skills? • How can we develop a culture and environment in which organizational and individual learning takes place that meets both our needs and the needs of our employees? • How can we provide for both the explicit and tacit knowledge created in our organization to be captured, recorded and used effectively?

Masih rendahnya kualitas, relevansi dan daya saing Pendidikan Tinggi Perguruan Tinggi Berdasarkan Akreditasi • Persentase PTS/PTN yang terakreditasi masih rendah. • Baru 52,8 persen dosen berkualifikasi akademik S2 dan 9,5 persen berkualifikasi S3 • Jumlah karya ilmiah dosen/peneliti yang dipublikasikan pada jurnal internasional dan jumlah sitasi masih rendah. • Perguruan tinggi belum sepenuhnya mampu mengembangkan iptek • Relevansi pendidikan tinggi dengan dunia kerja masih rendah ditandai dengan angka pengangguran yang masih cukup tinggi • Kemitraan perguruan tinggi dengan dunia industri masih lemah dalam mengembangkan keterampilan teknikal yang dibutuhkan oleh dunia industri, serta kurang memberi kontribusi pada penguasaan teknologi dan inovasi. • Otonomi Perguruan Tinggi masih lemah.
