Working bodies • Plenary - formal forum for adoption decisions chaied by the President, requires quorum of majority of Members (States for Art 11(a)), principal delegates are required to attend, attendance record • Working Committees A, B, C– open, consider agenda items, report to plenary, chaired by Vice-presidents. Two work in parallel. • Committees (Nomination, Credentials, Coordination – closed) • Sub-committees – open, detailed discussions on certain items: • Budget and operating plan 2012-2015, • Global Framework for Climate Services, • Amendments to general regulations

In-session documents • WP-AWP-B WP-C Working paper – working draft decision prepared following the discussion of item at the Working Committee, or its sub-committee, for further consideration by the Working Committee • PINK– Final draft decision for adoption by plenary; Keep approved PINKs (note amendments if made at the plenary) as provisional final report of Congress. • One hard copy will be distributed per delegation. All documents will be posted on the website/ftp as become available, wireless service available as well as synchronization software. • Draft Minutes, when requested by plenary, will be distributed for comments during 48 hours, before approval at the plenary.
Elections – voting by secret ballot • Appointment of the Secretary-General – 12.3 (24 May) 2/3 majority of Member States • Election of President and Vice Presidents– 12.1 (25 May) Separate for each office, simple majority of Member States • Election of Executive Council members – 12.2 (26 May) 27 seats to be filled, simple majority of Member States. 1 stage - to fill 4 seats per region, 2 stage – to fill remaining 13 seats, one voting slip (maximum 9 per region) • Voting rights - Art. 31, Res. 37 (Cg-XI) Members in arrears for more 2 consecutive calendar years do not vote; principle delegates. • INF. 2 – Procedures and applicable rules • Electronic voting – information session on 24 May.
