  3. Scope • Development of comprehensive report (metrics, costs, benefits) • Determine distribution of benefits among stakeholder groups, calculate accrual rate of expected benefits • Verify cost assumptions • Assess risks • Conform to Federal Capital Planning/CPIC Guidance

  4. Tasks • Design Methodology – Nov. 15 • Conduct Analysis – March 16 • Identify alternatives • Conduct research and benchmarking • Analyze data (tangible/intangible benefits, impacts, benefits, risk factors) • Estimate Costs/Benefits • Develop report – June 15
