Evacuation Process • Potential threat initiates implementation of Emergency Operations Plan (EOP) • Evaluate need for evacuation • Consideration of special needs populations, critical facilities, and shelter identification • Early evacuation of special needs facilities & schools to coordinate transportation • Wide Area Notification System (WARN) calls residents to inform them of potential evacuation and emergency instructions

14. Evacuation Process • Emergency Alert System (EAS) on television and radio • Residents evacuate via routes identified on site guided by emergency personnel • WARN telephone system activated to inform public of potential evacuation • First responder notification to residents of evacuation

15. Wide Area Rapid Notification (WARN) • Thousands of calls per minute • System can be accessed remotely from any location • Targeted messages will be delivered to each affected area • Phone numbers updated monthly through E 911

Safe Zones • Safe Zones identified in the South Yuba County Evacuation Plan: • Yuba College • Lindhurst High School • Sleep Train Amphitheatre • Identified Safe Zones can be used as a: • Safe Zone/Information Center for evacuees • Staging area for supplies/equipment • Alternate location for Incident Command Post • Mass care shelter • If a safe zone is located within the hazard area residents will be directed to another location

19. Localized Flooding 2005 – 2006 winter storms exposed internal drainage problems, including flooding on identified evacuation routes Plumas-Arboga Road, Forty Mile Road, and Algodon Road

20. Hazard Mitigation – Roads and Evacuation • Affected portion of Plumas-Arboga Road will be elevated. • Identification of alternate evacuation routes away from flooded portion of Algodon Road. • Pumps and ditches to remove water from roads. • Construction of berms to redirect the flow of water.
