News Release West Hartford joined other motivated communities like Glastonbury, Bristol and Cheshire by passing a local ordinance designed to curb underage drinking
Binge Drinking Binge Drinking – (1) The consumption of several alcoholic drinks in a very short period of time. Done so in a “chugging” fashion. (2) 5 or more drinks for men 4 or more for women (3) The consumption of which occurs on a regular basis; at least five times over the course of several weeks.
Teen: It’s cool! Everybody does it! Our parents drink – why can’t we? It’s only alcohol! It’s not a real drug. But I’m not driving. I’m almost 21 – what’s the big deal? Attitudes
Parent: -Not my child! I drank at their age. They’re almost adults anyway. If they’re not driving, they’re not hurting anyone. My house, my kid, my rules. Attitudes
Underage Drinking in CT Connecticut's youth also drink at rates 26%-28% higher than their peers nationally. Alcohol continues to be the #1 drug of choice among Connecticut's youth with 47% of 9 th - 10 th graders surveyed reporting using alcohol within the past 30 days
Underage Drinking in CT Easy access to alcohol is the factor which 47% of 11 th -12 th grade students say encourages their decision to drink
Laws Regarding Underage Drinking
CT State Law-What is a minor? Minor **** ( in regards to purchase/consumption/sale of alcohol) The legal age to purchase, possess or consume alcohol in Ct is age 21 The term minor in other cases, refers to those young people age 15 years and younger.
30-89: Possession of Alcohol by Minors ( PAY ATTENTION) $200-$500 monetary fine and MANDATORY license suspension Commissioner of Motor Vehicles may suspend a license driver to 150 days If individual is not licensed, must wait additional 150 days AFTER eligible for license
West Hartford Town Ordinance (120-6) ($60) Whereas it is illegal for minors to posses alcohol in public places in Connecticut; and whereas the possession of alcohol by minors on private property is not currently regulated by the State of Connecticut; and Whereas the possession and use of alcohol by minors on private property poses a serious threat to the safety of individual minors as well as producing a significant detriment to public health, safety and welfare
30-88a: Operator’s License as Proof of Age Any person who misrepresents his age or uses or exhibits, for the purpose of procuring alcoholic liquor, an operator’s license belonging to any other person, shall be fined not less than $200, no more than $500 or imprisoned not more than 30 days or both.
14-111a; Possession of Alcoholic Liquors in Motor Vehicles By Underage Persons Any person under 21, operating a motor vehicle, unless accompanied by his parent or guardian, in which a Police Officer finds alcoholic liquor, may be summoned by such officer to appear at a hearing before the commissioner of motor vehicles to show just cause why his operator’s license should no be revoked ( suspension not to exceed 60 days)
14-111e; Suspension of Operator’s License for Misuse of License to Procure Liquor 150 day suspension to motor vehicle operator’s license of any person under the age of 21, who has been convicted of a violation of section 30:88a involving the misuse of an operator’s license or section 30-89 involving the purchase and possession of alcoholic liquor by minor
14-147: A Misrepresentation of Age by Change or Alteration of a Driver’s License Any change or alteration of a license in such a manner to alter the name, D.O.B. or picture shall result in a fine up to $200, or imprisoned for up to 30 days or both Any person who misrepresents their age by using or exhibiting another person’s license to obtain liquor, may have their license suspended by the DMV commissioner for up to 30 days
53a-139: Forgery in the Second Degree With intent to defraud, deceive or injure another, He falsely makes, completes or alters a written instrument or issues or possesses any written instrument (License) which he knows to be forged

USE OF CELL PHONE/TEXT MESSAGING
48-Hour License Suspension for Certain Violations 16- or 17-year-olds who commit certain moving violations will have their drivers’ licenses seized by a police officer and will be suspended for 48 hours. In addition, the police officer is authorized to remove the vehicle from the scene. The driver’s license will be held for that 48-hour period. In order to regain possession of the license after the 48-hour period, the teen and his or her parent or legal guardian must go to the police department and sign a written statement acknowledging the license has been returned.
What is Marijuana? What creates “the high?” The chemical in cannabis is THC * Remains in body for weeks or longer The amount of THC found in any given batch of marijuana may vary substantially AND has increased over the past several years!!

SYNTHETIC marijuana refers to a wide variety of herbal mixtures that produce experiences similar to marijuana (cannabis) and that are marketed as "safe," legal alternatives to that drug. these products contain dried, shredded plant material and chemical additives that are responsible for their psychoactive (mind-altering) effects.
How is it abused? Like marijuana, it is abused mainly by smoking. Sometimes it is mixed with marijuana or is prepared as an herbal infusion for drinking.
