Preparation of theInternational Recommendations for Energy Statistics (IRES) UNSD Report 3rd UNCEEA MeetingNew York, 26-27 June 2008
Historical background Concepts and methods in energy statistics, with special reference to energy accounts and balance; A technical report (F.29, New York, 1982); Energy statistics: definitions, units of measure and conversion factors (F.44., New York, 1987); Energy statistics: a manual for developing countries (F.56., New York, 1991) Energy Statistics Manual by IEA/OECD and Eurostat(2004).
Historical background (cont.) 2005 - Programme review on Energy Statistics by Statistics Norway 2005 - Ad-Hoc UN Expert Group meeting on energy statistics 2006 - UN Statistical Commission recommended the development of energy statistics as part of official statistics and supported the review of the UN manuals on energy statistics based on all relevant methodological work in energy statistics
IRES (1) UNSD developed the proposal to review and consolidate the revised recommendations on energy statistics and balances, which merit adoption by the Commission, into the International Recommendations for Energy Statistics (IRES) IRES would be aligned in format and structure to international recommendations approved by the UN SC in other fields (e.g. industrial statistics, distributive trade statistics, tourism statistics)
IRES (2) The proposal was discussed during the Intersecretariat Working group on energy statistics (Nov. 2007) and more recently during the 3rd Oslo Group meeting (Feb. 2008) The Oslo Group supported IRES preparation and agreed to provide necessary inputs. For instance, the current outline of IRES and the consultation paper were prepared in close cooperation with the Oslo Group.
Scope and coverage IRES will focus on basic energy statistics and energy balances. IRES and SEEA-E are two complementary documents and their preparation is fully coordinated. Additional guidance on more practical/technical matters (e.g., good practices, country case studies, etc.) to assist countries in implementation of IRES and SEEA-E is to be provided in Energy Statistics Compilers Manual (ESCM)
IRES content • Ch 1. Introduction • Ch 2. Scope of Energy Statistics • Ch 3. Standard International Energy Classification • Ch 4. Units of Measurement and Conversion Factors • Ch 5. Flows, Stocks and Related Concepts
IRES content (cont.) • Ch 6. Statistical Units and Data Items • Ch 7. Data Sources and Data Compilation Strategies • Ch 8. Energy Balances • Ch 9. Data Quality • Ch 10. Dissemination • Ch 11. Use of Energy Balances in Compilation of Energy Accounts and Other Statistics
Process and time table for the preparation of IRES IRES tentatively scheduled to be submitted to the UN SC at its 41st session (March 2010). Submission to UNSC Expert Group meeting to endorse IRES 2nd stage worldwide consultation 1st stage worldwide consultation Review of the 1st draft IRES OG meeting Dec. 2009 Q4 2009 Int. Workshop on Energy Stat. Mid 2009 Feb. 2009 Dec. 2008 Jun. 2008
Worldwide consultation on IRES Two stages consultation: • an initial consultation on the scope and content of the future recommendations (May-June 2008); • a final consultation on the full text of the provisional draft of IRES as soon as it is completed (mid 2009).
Preliminary results of the 1st stage consultation • The consultation paper was sent to 216 countries/territories (all NSO, 80 Ministries) • Part A: Objectives • Part B: Scope • Part C: Structure • Part D: Country involvement • As of 23 June 2008, 71 responses
Part A: Objectives • Q1:Do you agree that IRES should contain a comprehensive set of recommendations aiming at strengthening energy statistics as a part of official statistics serving multiple data users? Yes 69 No 1 • Q2 Do you agree that the recommendations should be flexible enough …? In particular, that the list of data items to be described in IRES should be seen as a reference list from which countries can select the relevant items … ? Yes 68 No 2
Part B: Scope • Q3 Do you agree that IRES should cover all relevant aspects of the statistical process from underlying concepts and classifications to data compilation strategies and data dissemination polices? Yes 65 No 5 (e.g. no compilation strategies and data dissemination policies) • Q4 Do you agree that IRES should focus on basic energy statistic and energy balances? Yes 65 No 5
Part C: Structure • Q5 Do you broadly endorse the draft content of (particular chapters)?: more than 96% endorsement for all chapters • Q6 Are there topics that in your view should be addressed in IRES, but are not included in the draft outline? Yes 21 No 49 • Examples of topic that were explicitly mentioned: performance indicators, energy prices.
Part D: Country involvement • Q7 Is your agency interested in an active participation in the revision process? If, Yes, please identify in Respondent comments the topic(s) on which you would like to provide input. 32 countries expressed interest in actively participating in the revision process
The UNCEEA may wish to express its views on the proposed scope and structure of IRES as well as on process and time schedule for its completion.
