Western States Petroleum Association Cumulative risk: can more be done? Despite the multiple layers of environmental controls that exist, are there other mechanisms that could be developed to further control cumulative risks? 7

A framework for consideration: • New sources should be permitted with the cleanest, most effective and most efficient emission controls • All existing sources should be controlled to the best available retrofit controls appropriate to the source • Transportation sources (autos, trains, boats, off-road vehicles, construction equipment, airplanes) should also reduce emissions to lowest levels feasible • Controls and clean up should not be punitive • All sources should contribute to reducing cumulative impacts • A robust evaluation process is essential 8
