  2. Current state of the IG in BG • ISPs are not subject to licensing • There is no control over the IP addresses allocation and the DNS • No regulation of Internet content • Cyber-crime is a subject of the Penal Code • No blocking or filtering measures carried out by public authorities 2

  3. Present .bg TLD management • DNS is not subject to numbering plans (Electronic Communications Act) • not covered by Regulators’ activities • administered by private sector • no effective relationship with government 3

  4. Governmental view for the future • no legislation regarding DNS • non-governmental bottom-up self administration • one Registry, many Registrars • good relationship with government • .бг TLD in the Fast Track 4

  5. “бг” TLD in the Fast Track • 18 June 2008- Bulgaria has requested the registration of a Cyrillic top level domain (бг) from ICANN in a Fast Track process • 12 October 2009 - testing the Online Request System for IDN ccTLD Fast Track • December 2009 -public consultation on the new Cyrillic string for Bulgaria and its management • January 2010 – local internet community insisted to submit our formal request for “бг” • 19 February 2010 –submition ofthe request to consider the string “бг” for delegation as IDN ccTLD 5
