  2. Why Have the BSCB Procedures Been Revised? • The original BSCB inter-agency safeguarding procedures became operational in July 2007. At that time a commitment was made to review and if necessary update the procedures every six months. • This process is undertaken by the BSCB Professional Practice Sub Group, supported by the BSCB Manager and Tri-X Childcare. • The changes in this third version of the BSCB procedures are the result of: • User feedback; • Changes to legislation/regulations/guidance; • Developing best practice from local, regional and national experience • Important note: All previous versions of procedures are archived and can be accessed if necessary = e.g. for a Serious Case Review. Please contact the BSCB Manager if you think you require access to a previous version of the BSCB procedures.

  3. Changes to BSCB Procedures: Screen & Navigation • In response to user feedback, and number of changes have been made to the web platform. These result in the following improvements for the user: • There is improved guidance on usage, and a new “quick guide” to the manual. • Users can change display options. This feature is of particular benefit to visually impaired users. • The manual now has a search facility & a “contact us” facility. • For users of the Children’s Social Care (CSC) Manual Only – there is now a direct link between the CSC Manual and the BSCB Manual.

Changes to BSCB Procedures: Content • The following Procedures are new: • “Safeguarding Children who may have been Trafficked” (chapter 5.1.12); • “Reluctant & Hostile Families” (chapter: 5.1.25); • “Children who pose a risk” (chapter: 6.1.2); • “Reviewing all Childhood Deaths” (chapter:8.1.2). • There is one new West Yorkshire Wide Protocol: • “Joint Protocol between West Yorkshire Police & Children’s Social Care Services regarding Children & Young Persons Missing from Care” (chapter: 10.1.2)

  5. Changes to BSCB Procedures: Content • There is one new West Yorkshire Wide Protocol: • “Joint Protocol between West Yorkshire Police & Children’s Social Care Services regarding Children & Young Persons Missing from Care” (chapter: 10.1.2).

  6. Changes to BSCB Procedures: Content • The following procedures have been substantially revised: • “Recording that a child is subject to a Child Protection Plan” (chapter 3.1.6); • “Implementation of the Child Protection Plan – Key worker and Core Group Responsibilities” (chapter: 3.1.7); • “Child Protection Review Conferences” (chapter: 3.1.8); • “Children from Abroad (including Migrant Children & Unaccompanied Asylum Seeking Children” (chapter: 5.1.11); • “Children Living Away from Home (including Children & Families living in Temporary Accommodation)” (chapter: 5.1.14); • “Domestic Violence” (chapter: 5.1.17); • “Fabricated or Induced Illness” (chapter: 5.1.20); • “Serious Case Reviews” (chapter: 9.1.1).

  7. Future Additions & Revisions • The Following Procedures will be included in the next version of the procedures, following inter-agency and West Yorkshire-Wide Agreement: • “Children’s Visits to Special Hospitals/Psychiatric Units” (chapter: 6.1.3); • “Sudden Unexpected Deaths in Children (SUDIC)” (chapter: 8.1.2). • Further additions and revisions to the procedures will be made based on: • Changes in legislation/guidance; • Best practice developments; • Local organisational changes that require amendment to procedures; • User feedback.
