Main Objectives Give concrete guidance to EU and National Authorities for an increasingly effective labelling implementation; Set a largely shared procedure for the verification of the manufacturers' labelling declaration including a methodology for laboratories accreditation and models selection; Provide the first pan-European testing results on a large number of household appliances; Contribute to increase the attention of the National Authorities through a better awareness of the impact of the energy labelling on the national energy efficiency. Why Do we need you?? • To guarantee the overall quality control • International Advisory Committee (IAC) • Chaired by ISIS • Composed by the project partners plus representatives of major stakeholder including EU institutions, public bodies, manufacturers, retailers, associations, consumer groups and NGOs, the media and general public (participation on a voluntary basis) • Will meet three times during the lifetime of the project (in combination with the Project meeting ) first meeting 26 November 2009 • Feedback on reports etc. Madrid , 24/09/09 club EnR WG on ecodesign and labelling
guarantee that the overall methodology (“Guidelines for the EU testing of EuP”) defined in WP3 “Methodology Definition” will reflect the national and international experiences in verification participate to a in-depth technical analysis and discussion among stakeholders, in order to allow to implement successfully the testing phase in WP5; ensure that the methodology for laboratories selection (which is part of the already mentioned Guidelines) is based on transparent and effective procedures as to insure reliable results (in WP5) at an acceptable cost for the Community; ensure that the selection of laboratories in WP4 is consistent with the agreed methodology and the practices in use at national level (if any); Role of IAC (1) Madrid , 24/09/09 club EnR WG on ecodesign and labelling
be kept informed of the status of the field work (WP 5 “Appliance testing”), appliance selection and testing by the laboratories and of any problem arising in the WP and of the relevant corrective actions; be informed of the overall results of the EU assessment of the refrigerator and freezer compliance and in particular in case of non compliant products (WP 6 “Evaluation”); discuss and agree on the final suggestions and recommendations improvement of Harmonised Standards and/or laboratory testing protocols; agree with and be involved in as active part for the dissemination of findings and recommendation (during WP7 “Communication and Dissemination”). First step Monitoring and Assessment( ongoing ) : Objectives Overview of the less known aspects of labellingof household appliances • comparison of the different national legislations and highlight of any difference in terms of • list of appliances, • rules in labelling, • organisations which controls • the presence of labels in shops • the information on labels at national level; • and what are their responsibilities; • conformity assessment (verification and market control procedures) followed in • participating countries, • other MS and • at international level in the most important regions and markets Madrid , 24/09/09 club EnR WG on ecodesign and labelling
Outputs of WP2 • European panorama on voluntary and mandatory energy labelling schemes and similar • Comparison of Member States and international Conformity Assessment procedures • recommendations for an EU conformity assessment methodology will be drafted. Major outputs of the whole project • Pan-European testing results on household appliances • Detailed analysis of the non-compliance causes • Guidance for EU and National Authorities for effective labelling implementation • Validation of the protocols and tools included in the guidelines for the EU testing of EuP • Awareness raising of both experts and the general public about the importance of appliance labelling and the project results • Methodology for appliances verification in the EU • Methodology for the testing of refrigerator and freezers • Assessment of level of compliance of refrigerators and freezers within the EU energy labelling scheme • Promotional campaign taking place in each participating country • Replication of the methodology and protocols for other EuP products Madrid , 24/09/09 club EnR WG on ecodesign and labelling
