Introduction • The significance of the DOD AR is that it serves as the most important tool to measure the performance of the department and is critical for holding government accountable to the legislature and public. • The Constitution of the Republic of South Africa, 1996 Section 92 states, inter alia, that the members of Cabinet are accountable collectively and individually to Parliament for the exercise of their powers and the performance of their functions, and that they must provide Parliament with full and regular reports concerning matters under their control. • The Public Finance Management Act, 1999 Section 40(3)(a) states, that “the annual report and audited financial statements must fairly present the state of affairs of the department, its business, its financial results, its performance against predetermined outputs and its financial position as at the end of the financial year concerned”. • The Public Service Regulations, 2001 Part III (A) states, inter alia, that the executing authority shall publish an annual report giving key information on his or her department in order to permit oversight by the public and legislatures. • The DOD Annual Report for FY2013/14 was tabled in Parliament on 30 September 2014 in line with National Prescripts and legislative requirements (PFMA and TRs). • The DOD Annual Report for FY2013/14 reflects the DOD’s performance against the DOD (Def Sec and SANDF) APP and the ENE for FY2013/14. Defence Mandate • The DOD derives its mandate primarily from Section 200(2) of the Constitution of the Republic of South Africa, 1996. This mandate is given substance by the Defence Act, 2002 (Act No. 42 of 2002), the White Paper on Defence (1996), the Defence Review (1998) and delegated legislation. • The DOD comprises of the South African National Defence Force (SANDF) and the Defence Secretariat (Def Sec), established in terms of Section 202 and 204 respectively of the Constitution of the Republic of South Africa and the Defence Act, 2002 (Act No. 42 of 2002). • The DOD Annual Report for FY2013/14 accounts for the performance against the approved Defence Annual Performance Plans tabled on 13 March 2013. MOD&MV Priorities Enhancement of the South African National Defence Force’s (SANDF’s) Landward Defence Capabilities • The landward defence capability lacks the required human resources, infrastructure and technologically appropriate Prime Mission Equipment (PME) in support of the defence mandate. • The future SA Army Strategy seeks to address these requirements. • The acquisition of a new family of infantry combat vehicles has been contracted and will be finalised in the long term. Maritime Security • The South African Maritime Strategy has been developed in line with the broader SADC Maritime Security Strategy Strategies. • To implement the SADC Maritime Security Strategy, a trilateral agreement between the RSA, Mozambique and Tanzania was reached. • The focus of the SA Navy remained on the preparation of naval forces for operations in support of the Maritime Strategy, including patrols in support of Border Safeguarding Operations, Safety and Security Support Operations and Counter Piracy Operations. MOD&MV Priorities (cont) Force Rejuvenation (Job Creation) • The approved White Paper on Defence Industry forms Chapter 15 of the Defence Review. • This informs the development and approval of the associated Defence Industry Strategy in support of job creation within the defenceportfolio. Enhancement of the SANDF’s Peacekeeping Capability (SANDF Deployability) • The role of the SANDF in promoting peace and security in the region and on the continent necessitated the enhancement of the SANDF’s peacekeeping capability that will include the SANDF’s Forward Deployment Capability. National Youth Service (NYS) • A total of 2 158 members completed their training at SAS Saldanha and 3 South African Infantry Battalion (3 SAI Bn). • NYS Policy is currently being developed to secure funding. MOD&MV Priorities (cont) Revitalisation of the Reserves • Reserves contribute significantly to all SANDF deployments externally and internally. • For the first time in the history of SANDF Reserves, a full battalion with troops and leader group was deployed on border safeguarding. Restructuring and Support of the Defence Industry • The restructuring of the Defence Industry continues to focus on current and future defence capability requirements in support of the Defence mandate. • The developed White Paper on Defence Industry has been included as Chapter 15 in the SA Defence Review 2014. • The Defence Industry Strategy is in the drafting process and has gone through several stages of stakeholder consultation. Department of Defence Works Capability • The Defence Works Formation is functional and is executing renovation projects for facilities occupied by the DOD in close co-operation with the NDPW. • A plan has been developed In conjunction with the CSIR, to establish a Joint Interim Operations Centre (JIOC) to manage the migration of functions and responsibilities with respect to facilities management and maintenance from the NDPW to the DOD during an agreed period. These include border safeguarding, which is only partially funded, and operations in support of other government departments. RESTRICTED

The number of hours at sea per year includes force preparation and force employment both in the RSA maritime zones as well as in international waters. RESTRICTED
