Introduction • The very large and worldwide community working on Detectors & Phenomenology is organized through the Research Directorate and the World-Wide-Study WWS • This new organisation set under S. Yamada has re-created the WWS panels (R&D, MDI, Software etc…) in consultation with the LoIs • The WWS organises the regional and international workshops and has now a new mission: to connect the community to the RD, the GDE & ILCSC • Here I will discuss some remaining issues not settled within the new organisation, of relevance in Europe F. Coordination of the R&D effort • Contrary to GDE, the RD has no direct authority on the many R&D collaborations • The largest is CALICE which works on calorimetry R&D, the major cost component of these detectors with the magnet: 300 physicists from 50 institutes from the 3 regions • Use of test beams all over the world (DESY, KeK, CERN, FNAL…) insures some level of coordination • External Reviewers of the R&D panel of the WWS have recognized the pertinence of this R&D but much more needs to come before definite choices can be done on the various technologies needed in the 3 concepts which have been proposed for ILC F. Monitoring R&D ? • Without a world lab the monitoring of these collaborations is de-centralized with risks of duplication and/or of inadequate priorities • The present trend (US-UK) towards ‘generic’ R&D makes it even more difficult to define priorities • In Europe the DESY PRC has played up to know a loose but useful role of coordination (international membership of PRC helps) F.   6. Special role of Europe • EU has by far the largest resources and we therefore need to have a careful governance of these resources • From Ch. Damerell et al 2005 3/5 years budget (3 for expensive parts) • The total effort represents 31 M$/year 75% being manpower • 50% of this effort is in Europe F. Richard LAL/Orsay

UE contracts • EUDET has been successful but it was 100% ILC • Devdet organized under ECFA has failed in 2008 • Many (too?) players: super-B, neutrinos, SLHC, CLIC, ILC… • No clear system to set priorities • Next call end 2009 • Not clear how things will get better organized although better ILC-CLIC connections may help F. Recent evolutions • CLIC-ILC just starting common work on detectors • Pertinence of ILC concepts for CLIC (to be confirmed) • There are LHCC-CERN R&D initiatives on µvertexing (RD52 planned by Ch. Damerell et al) and Micro Pattern Gas Detectors Technologies (RD51) • New ‘Si-3D’ technology (vertically integrated pixel detectors) appears as an R&D starting fast (FNAL) which could bring together SLHC and LC efforts • It might be useful to review (ECFA ?) the situation and decide which strategy should be followed for common interest • Role of CERN for the LC to be defined with the new management F. Richard LAL/Orsay

What to do ? • Plenty to be done to organize the large ILC European community working on R&D • These aspects could be discussed perhaps within ELCSG is this body gets revived • As pointed out to ELCSG in Feb 2005: • The role of DRDC at CERN (E. Iarocci 1990/3) seen as very positive • Contrary to some claims, DRDC did reject a number of proposals to focus R&D before the formation of the LHCC • Does ELCSG encourage exploring this possibility ? • Perhaps should I try again with your help and with a concrete proposal ? Summary • How to insure management and reviewing of EU Detector R&D ? • How to organize a better preparation for the next EU contract • And a related question: How to connect the various collider R&D to define a coherent EU demand ? • How to articulate DESY and CERN on these problems ?
