The scale of the crisis in the public sector • Continuing pressures on public finances • The problem cannot be fixed in one or two years • The problem cannot be fixed with painless solutions • There are limits to the scope for tax increases, better tax collection and more borrowing to fund public spending • Citizens’ need for public services in economic crisis/ need to maximise availability of services • Need for legitimacy of government to take tough decisions in crisis

The EPSA 2013: overview of general results In total, 322 European public organisations from 32 different countries registered on the EPSA online system; 230 applications were submitted and 227 were finally eligible; Applications were received from 26 European countries and 3 from EU institutions; Among the ‘top submitters’ were countries such as Spain, Poland, Italy, Portugal and Romania; 5 submissions from Iceland:2 were nominated for the final prizes; one received a Best Practice Certificate.

EPSA 2013: Key conclusions / trends (1) • Significant evidence of creative responses at all levels of government to the continuing crisis • Active strategies to promote economic growth • Ability to enhance better service and social inclusion • Transparency as a means to promote better governance or the smart deployment of ICT to boost trust in government and improve service delivery, as well as to promote better governance and reduce opportunities for corruption • Importance of stakeholder consultation in the implementation of ICT projects

19. The Expert Group’s assignment • “The Expert Group should provide a clear, comprehensive and substantiated analysis of the key issues that hamper public sector innovation. On this basis, it will give clear policy recommendations for action at EU and at national level to foster innovation.” • Challenge: EU under pressure • High and entrenched unemployment levels • Youth unemployment up to 50 per cent • Rising healthcare and social costs • Mismatch between citizens’ expectations and public services • Slow uptake of new digital models • Failure to achieve better outcomes over time • Our public governance model is out of balance with 21st century demands

Challenge: Barriers to innovation • Insufficient enabling of framework conditions, such as access to finance and risk capital, legal barriers, evidence, best practices, incentives, etc. • Lack of strategic innovation leadership and employee engagement in innovation at all levels of government • Limited knowledge of methods and lack of skills and ability to drive effective innovation processes in practice • Insufficient generation and use of data to inform, drive, learn from and measure public sector innovation
