Historical Context • Arab forces began in 7th century A.D., bringing their civilization and Islam. • 15th century: Morocco's location &resources led to early competition among European powers . • France showed a strong interest in Morocco as early as 1830. • The Treaty of Fes (1912) made it part of France.
Historical Context • The same Treaty : Spain took powered over the northern and southern zones. • A manifesto of the Istiqlal (Independence) Party in 1944 : was one of the earliest public demands. • France allowed Mohammed V to return in 1955. • Morocco gained independence on March 2, 1956.
Historical Context • 1956 & 1958: Morocco regained control over certain Spanish-ruled areas through agreements with Spain. • The Spanish enclave of Ifni in the south became part of Morocco in 1969. • Spain, retains control over the small coastal enclaves of Ceuta and Melilla in the North.

Sources of Conflict • Domestic politics are currently focused on a developing rivalry between the Party of Authenticity and Modernity (PAM) and Islamist Justice and Development Party (PJD) • The government is greatly concerned about terrorism after 9/11. • Morocco has dealt with numerous and devastating terrorist attacks since.
Sources of Conflict • Measures such as: economic reforms, control of religious outlets, education, and international cooperation have been taken to help with terroristic problems.
Impact on the U.S. • The U.S. government views Morocco as a moderate Arab regime, an important ally against terrorism, and a free trade market. • Congress is particularly interested in Morocco because it is a recipient of considerable U.S. foreign assistance to help it combat terror and to develop. • Morocco is also a major purchaser of U.S. arms.
Solutions • The party of “Authenticity and Modernity” could come up with a mutual agreement with the party of “Islamist Just and Development” that both benefits the parties. • Come up with a plan to boost economy. • Make more alliances with other countries. • Focus more on education.
