The TOTS Objectives • Provide a coordinated response by INTERTANKO • Provide comfort to Oil/Cos via a structured controlled process; • Enhance competency based training; • Provide verification of understanding; • Ensure compliance with today’s rules & regulations. • “Ease compliance” with Officer Matrix Requirements. • Ensure that the team onboard will operate the tanker environmentally aware & safe.

HOURS OF WORK AND REST • Guidance Book on ILO 180 / MLC 2006 • Vetting Committee & HEiSC recognised the ongoing difficulties by sea staff to comply with the current regulations for hours of work and rest. • Once The Maritime Labour Convention comes into force it would be logical to assume that various Port State Control regimes would be instigating Concentrated Inspection Campaigns, (CIC) to verify compliance with the hours of work or rest onboard. • This Books aims to address these areas.

HOURS OF WORK AND REST Contains: • A summary of the ILO180 definitions, work and rest hours requirements. • A summary of the STCW work and rest hours requirements. • An explanation of the current minimum safe manning certificate . • Broad guidelines regarding manning levels. • Guidelines for compliance with requirements. • Implementation of ILO 180 hours of work or rest. • Maintaining records/endorsement monitoring/auditing. • Watch keeping patterns. • Optional watch keeping systems.

The success for compliance largely rests upon Officer/Crew familiarisation Thus we recommend an Hours of work/rest introduction programme: • Provision of written material (language of the crew) • Verbal explanation with Q&A • Follow up support and monitoring by the Master • Support and monitoring by shore representatives • Compliance is a requirement not an option • Record of daily hours of work or rest • Periodic audits to verify compliance by Company
